Economic Commission for Africa Human Resources Assistant Jobs in Ethiopia; This position is located in the Human Resources Management Section (HRMS), Administration and Conference Management Division (ACMD), UNECA. The incumbent provides experienced-level support in administering staff benefits and entitlements, applying HR rules and procedures across a broad range of cases.
Responsibilities include processing personnel actions, maintaining records, and guiding staff on HR procedures to ensure accuracy and timely service delivery.
Responsibilities
Administration of Contracts and Staff Movements:
Carry out onboarding processes, process personnel actions (PAs), issue Letters of Appointment, monitor contract expirations, and process extensions
Process temporary and permanent staff movements, including inter-agency agreements
Process offboarding and separation personnel actions
Assist staff with documentation for benefits, insurance, and separation processes; review submissions for completeness and follow up on missing information
Administration of Benefits and Entitlements:
Review reports and process staff benefits and entitlements; maintain personal status records
Administer entitlements related to dependents and respond to queries on staff entitlements
Process entitlements-related actions in Umoja; handle travel requests (home leave, family visit, education grant travel)
Review and approve time/attendance requests (parental leave, sick leave, special leave), ensuring accuracy and completeness
Monitor submission of annual declarations; review documentation for health/life insurance and Joint Staff Pension Fund
Support to Reporting and Process Coordination:
Compile and organize data; contribute to routine reports
Maintain tracking tools and update HR records
Update guidance notes and web content
Draft routine correspondence and responses to queries
Provide guidance to less experienced staff on procedures
General:
Monitor compliance with regulations through review of personnel actions
Assist with data collection, analysis, and preparation of presentations/dashboards for
decision-making
Support visualizations and update information materials (web pages, brochures)
Participate in special HR projects and ad hoc clean-up exercises by reconciling records and resolving inconsistencies

Education
High school diploma or equivalent required
Training in HR or administration desirable
Knowledge of UN HR rules/procedures and HR systems (e.g., Umoja) an advantage
Proficiency in standard office software required
Work Experience
Minimum 7 years of progressively responsible experience in HR, administration, or related area required
Minimum reduced to 5 years for candidates with a first-level university degree or higher
Languages
English required
French desirable
