Economic Commission for Africa Evaluation Specialist Jobs in Ethiopia;The Evaluation Specialist will conduct the terminal evaluation of the project “Capacity Building for Gender Statistics and Monitoring Systems.”

The role requires objective and systematic assessment of project performance against its overall objectives, delivering a carefully edited and formatted evaluation report in line with ECA quality standards and specifications.

Key Responsibilities

  • Assess project performance vis‑à‑vis objectives defined in the project document.

  • Deliver a comprehensive evaluation report in accordance with ECA standards.

  • Apply strategic planning approaches, results‑based management, and gender mainstreaming principles.

  • Evaluate capacity‑building initiatives and monitoring systems.

  • Ensure independence by not having been involved in project formulation, implementation, or backstopping.

  • Consult detailed Terms of Reference (available via ECA Evaluation Office).

    Requirements

    Qualifications & Experience

  • Demonstrable evaluation experience in diverse development contexts.

  • Exposure to strategic planning, results‑based management, gender mainstreaming, and statistics.

  • Experience in African development contexts and evaluating capacity‑building initiatives is an asset.

  • Independence from prior involvement in the project is required.

    Education

  • Advanced degree in a relevant field (Development Studies, Statistics, Gender Studies, Public Policy, or related
    discipline).

    Skills & Competencies

  • Strong analytical and report‑writing skills.

  • Ability to apply evaluation methodologies objectively and systematically.

  • Familiarity with UN evaluation standards and practices.

    Additional Information
