Org. Setting and Reporting

  • ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

  • The mission will be guided by ECA's five new strategic directions which are: Advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

  • This position is located in the Social Policy Section (SPS) of the Gender, Poverty and Social Development Policy Division (GPSPD) of the United Nations Economic Commission for Africa (UNECA). The GPSPD is headed by a Director and reports to the Deputy Executive Secretary (Programme). The Division is responsible for contributing towards achieving in-clusive and equitable sustainable human and social development in Africa and promoting and supporting member States in their work to achieve gender equality and women's empowerment. It is divided into three main sections: Gender Equality and Women's Empowerment; Social Policy; and Urbanization and Development. The Economic Affairs Officer reports to the Chief of SPS.

    Responsibilities

  • Within delegated authority and under the overall direction of the Director of GPSPD and the direct supervision of the Chief of SPS, the Economic Affairs Officer will be responsible for the following:

    Economic or Sector Analysis

    •Interprets, applies, and as necessary, adapt latest research, and econometric models where relevant, to analyse trends, patterns and relationships and assess the effects of policies on economic and social development, at national, sub-regional and regional levels;

    •Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development on the themes in the areas mentioned above;

    •Identifies and analyses policy proposals made elsewhere relating to assigned topics;

    •Develops socio-economic databases and qualitative information necessary for various assignments, as required;

    •Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions;

    •Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues;

    •Prepares speeches and other inputs for presentations by senior staff.

    Intergovernmental Support:

    •Follow-ups and backstop African Member States’ on issues and development pro-grammes relating to the work of the social policy section;

    •Prepares inputs for reports to intergovernmental bodies;

    •Follows intergovernmental meetings and prepare summary reports;

    •Prepares inputs to statements by senior management to such meetings;

    •Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes.

    Technical Cooperation:

    •Participates in advisory
    and technical missions on development issues, usually as a member of a team;

    •Organizes training seminars/workshops for national experts;

    •Prepares documentation for technical cooperation programmes and projects;

    •Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects;

    •Monitors, backstops and assesses the implementation of technical cooperation pro-grammes and projects.

    General

    •Supports the section’s work on the priority themes as mentioned above, including administrative tasks necessary for the final delivery of the work of the section;

    •Undertakes on-the-job and other training activities, both internally and externally.

    Education

  • Advanced university degree (Master’s degree or equivalent) in economics or related field is required.

  • A first-level university degree (Bachelor’s or equivalent) in specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in socio-economic research and analysis, policy formulation, application of socio-economic principles in social development and health or related area is required.

  • Experience in the application of principles and concepts of economics, health, gender and development in various contexts or analytical and research skills in gender programmes is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For the position advertised, fluency in either language is required.

  • Knowledge of the other is desirable.

  • Knowledge of another official United Nations language is an advantage.
