Org. Setting and Reporting

Economic Commission for Africa's (ECA) mission is to deliver ideas into actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

The mission is guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that produces policy relevant knowledge in support of effective and transformative policy making in Africa; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Information Communications Technology Services Section(ICTSS) of the Publications, Conference and Knowledge Management Division (PCKMD),Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The Chief of Section, Information Systems and Telecommunications Officer reports directly to the Director of PCKMD.

Responsibilities

Within delegated authority, The Senior Information Systems Officer may be responsible for the following duties:

  • Conceptualizes, develops strategy for and oversees the design and implementation of major systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages.

  • Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.

  • Leads and directs a team of information systems officers; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.

  • Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.

  • Develops and monitors performance measures; ensures that Services and support provided by the section.

  • Meet established time and cost parameters and standards of technical quality.

  • Sets up, controls and oversees Helpdesk support services.

  • Prepares and monitors the budget, work program, and spending plan.

  • Develops innovative solutions to resolve intricate problems that impact a critical area of the organization's work.

  • Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment.

  • Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

  • May perform other duties as required.

    Competencies

Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters.

    with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments.

    Education

  • Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field.

  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Certifications such as CISSP, CISA, CISM, CRISC, CCSP, PMP, and PRINCE II or any other industry recognized certifications in the areas of information security, risk management, cloud security, and project management are desirable.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

  • Out of the ten years, at least five years of experience in management and leadership in a large international organization and/or a UN organization is desirable.

  • Experience in maintaining up-to-date knowledge of ICT technological applications is desirable.

  • Experience in performing or supervising information security assessments and in providing technical advice on the design of highly secure information technology solutions, including cryptographic controls and integrated authentication solutions is desirable.

  • Experience in data analytics or related area is desirable

  • Familiarity with ITIL and CCM (Cloud Controls Matrix) frameworks is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
