Economic Commission for Africa Chief - Finance and Budget Section Jobs in Ethiopia ; This position is located in the Finance and Budget Section (FBS) within the Administration and Conference Management Division (ACMD) of the Economic Commission for Africa (ECA). The Chief of FBS reports to the Director of ACMD and is responsible for leading the Section’s work in financial planning, budget preparation, administration, and oversight.
Responsibilities
Medium-term Plan
Plan, organize, and manage preparation of the medium-term plan and revisions based on departmental submissions.
Support intergovernmental and expert bodies in reviewing the medium-term plan and secure General Assembly approval.
Ensure legislative mandates are accurately translated into programme budgets.
Budget Preparation
Coordinate review of budget submissions.
Review, analyze, and finalize cost estimates and budget proposals for staff and non-staff requirements.
Ensure compliance with medium-term plan and legislative mandates.
Provide substantive support and guidance to intergovernmental bodies in their budget review and secure General Assembly approval.
Budget Administration
Manage allotments and authorize sub-allotments, including redeployment of funds.
Monitor expenditures to ensure compliance with authorized levels.
Administer extra-budgetary resources, reviewing agreements and cost plans.
Authorize payments to governments for settlement of claims and initiate reimbursements to troop-contributing countries.
Oversee review and finalization of budget performance reports and monitor variances.
Provide advice and support to intergovernmental bodies in reviewing budget performance reports.
General Duties
Provide advice and training to ECA headquarters and field staff on budgetary and financial policies, including results-based budgeting.
Participate in inter-departmental meetings and technical missions on resource requirements and budgetary issues.
Keep updated on documents and guidelines related to programme and peacekeeping budgets.
Prepare reports, correspondence, and guidelines on budgetary issues.
Review and recommend changes to budgetary policies and procedures.
Act as Certifying Officer under Financial Rule 110.4.
Ensure integrity of financial and management systems.
Represent ECA in meetings of legislative organs
and inter/intra-departmental meetings.
Plan and manage staff and work programmes, evaluate performance, and provide guidance.
Lead team efforts in data collection and analysis for data-driven planning and reporting.
Perform other related duties as assigned.

Education
Advanced university degree (Master’s or Doctorate) in business administration, finance, or related field required.
First-level degree with two (2) additional years of relevant work experience may be accepted in lieu of advanced degree.
Training in data analytics, business analytics, or data science desirable.
Work Experience
Minimum of ten (10) years of progressively responsible experience in finance, administration, budget, or related area required.
Experience in data analytics or related area desirable.
Languages
English required.
French desirable.
