Overall purpose of the role

  • The Secretariat for the Comprehensive Refugee Response Framework (CRRF) in Uganda, led by the Government of Uganda, promotes a multi-stakeholder refugee response.

  • The Secretariat provides technical and analytical support to the planning, implementation and stocktaking of the Global Compact on Refugees and the CRRF in Uganda.

  • As a contribution to the Secretariat, non-governmental organisations (NGOs) are pooling resources to support the hiring/secondment of an individual to the Secretariat to primarily focus on providing analytical capacity in support of the implementation of a comprehensive refugee response.

  • The Advocacy Advisor will also support the coordination and policy and advocacy activities of the Uganda NGO Refugee Response Forum.
  • He/she will attribute 80% of his/her time to the CRRF Secretariat and 20% to the NGO coordination.

  • The Advocacy Advisor will be hosted by the Danish Refugee Council (DRC). He/she will work closely with the Chair(s) of the NGO Refugee Response Forum and the CRRF Management Committee.

  • He/she will report to the Head of the CRRF Secretariat.

  • The general objective of the position is to bring strong analytical capacity to the CRRF Secretariat, in particular to support the Secretariat’s analytical tasks (as outlined in its terms of reference), proposing other necessary analytical work, and supporting the CRRF Secretariat in achieving its overall goals and tasks, while bringing an NGO perspective into the Secretariat’s daily work.

    Responsibilities

  • Support the development and periodic review of Uganda’s National Plan of Action on the Implementation of the Global Compact on Refugees and its CRRF;

  • Support the functioning of national arrangements for burden - and responsibility-sharing (CRRF Steering Group and institutional structures overseeing the implementation of sector response plans);

  • Support sectoral planning including the development and implementation of integrated sector response plans;

  • Support the review of the technical and capacity-building support needs of ministries and district local governments, and support efforts to strengthening coordination at central and district level;

  • Analyze reports/studies and impact of interventions undertaken by partners including cross-cutting issues and provide advice to the CRRF Steering Group on issues which require guidance/decisions,

  • Conduct regular policy reviews and undertake policy research as guided by the CRRF Steering Group, prepare policy briefs and proposals for the CRRF Steering Group, and support the organization of policy dialogues;

  • Support resource mobilization efforts for Uganda’s refugee response including enabling engagement of development
    actors and proposing areas where earlier engagement could improve responses to refugees and their host communities;

  • Submit quarterly performance reports to the Head of CRRF Secretariat and build/maintain functional linkages between the CRRF Secretariat and INGOs;

  • Other tasks as may be required to support the CRRF Secretariat

    About you

    To be successful in this role we expect the following experience and technical competencies:

  • At least 10 years of experience within international humanitarian, development or displacement issues.

  • Advanced university degree (Master’s or equivalent) in Law, Political Science, Economics, Development Studies, other social sciences or a related area

  • Proven analytical capacity.

  • Proven understanding of refugee response, policy, and advocacy, particularly in the Uganda context.

  • Strong understanding of the Global Compact on Refugees and the CRRF.

  • Previous experience of working in Uganda and understanding of the refugee response in Uganda is a strong asset.

  • Strong networks upon which to draw to contribute to the CRRF implementation.

  • Experience of working with NGOs and NGO forums.

  • Experience of working with refugee hosting governments, UNHCR and bilateral and multilateral development partners.

  • Ability to take initiative, work independently, as well as be a strong team player.

  • Ability to coordinate in a sensitive manner with different stakeholders.

  • Strong interpersonal and relation-building skills.

  • Excellent communications and writing skills.

  • Full professional proficiency in English.
