Overall purpose of the role:

DRC Uganda is looking for a highly qualified Refugee Impact Advisory Coordinator. The Coordinator will support operations of the investment initiative called the Refugee Investment Fund (RIF), developed jointly between DRC and iGravity.

The RIF offers impact-linked loans to enterprises directly impacting refugees and host communities across four impact parameters: increased employability, increased decent and sustainable employment, increased access to services/products, and financial inclusion.

In addition to offering financing to selected businesses, the RIF has established a Technical Assistance Facility (TAF) to provide mentoring and advisory services on maximising their social impact on refugees and host communities.

Working alongside the Regional Innovative Financing Specialist at DRC’s Middle East Regional Office, the Coordinator will play a key role in the project’s provision of technical assistance to selected businesses.

This involves (i) supporting identification of established businesses in Uganda, which are having a positive impact on refugees and vulnerable host communities, as potential recipients of RIF financing, and (ii) coordinating technical assistance to scale selected businesses’ refugee impact, which could include support in hiring refugees or expanding business operations to refugee-hosting areas.

The Coordinator will work closely with selected businesses to define and monitor their impact on refugees and vulnerable host communities and identify potential links to DRC programming.

Key Duties and Responsibilities

Refugee Impact Technical Assistance

  • Support the identification of businesses with that can have an impact on refugees and the development of technical assistance activities to enable selected businesses to increase their impact. The Coordinator will work closely with the Regional Innovative Finance Coordinator to carry out the following:

    Identification of Program Participants:

  • Identify businesses in Uganda which are having a positive impact on refugee communities and vulnerable host communities. This includes businesses which are generating employment opportunities for refugees, increasing refugee employability, supporting financial inclusion of refugees, and providing goods and services which meet refugee needs.

    Technical Assistance for Program Participants:

  • Design and define focus for technical assistance for selected businesses to support them in increasing their impact on refugees and vulnerable host communities

  • Identify key refugee impact metrics relevant for each company and define an impact framework for each business

  • Prepare proposals for technical assistance grant allocations.

  • Provide technical assistance and advice to selected businesses on refugee impact, such as support developing impact management and monitoring systems, assistance engaging effectively with refugee communities and their needs, analysis of markets and ecosystems within refugee hosting areas to enhance business engagement, and support in development of best practice around refugee-inclusive business approaches.

  • Manage impact monitoring for selected businesses through on-site monitoring, and on this basis make recommendations for strengthening the impact of selected businesses

  • Identify links between selected businesses and DRC’s other programming to build
    complementarity in approaches.

  • Support the development of learning and community impact monitoring alongside DRC’s MEAL teams, gathering data and feedback from communities on RIF impacts.

    Private Sector Outreach and Coordination

  • Conduct mapping of private sector entities, including digital platforms, vocational training centres and social enterprises, to inform design of projects that support microbusiness and improve employability of vulnerable refugees.

  • Liaise with external stakeholders including vocational training centres, private sector companies including social enterprises and digital platforms in order to identify product marketing, on-the-job training, wage employment or microbusiness opportunities across market systems.

  • Build and manage relationships with medium-large scale private sector entities to ensure continuity of on-the-job training, job placements or wage employment opportunities.

  • Feed into the design and implementation of market systems development programming.

    General Duties and Responsibilities

  • Develop and support the revision of technical tools to support field programs

  • Assist in the roll out of new trainings and development of associated support materials, for instance around private sector engagement and market systems development

  • Contribute to new Economic Recovery project design, concept notes and proposals

    Experience and technical competencies:

  • Minimum, master's degree in Development studies, MBA/ finance or International relations, or other relevant field from a recognised institution.

  • At least 5 years of proven and successful track record engaging with businesses in refugee contexts or other similar contexts.

  • Excellent knowledge of the context, specifically the business landscape and how this matches the needs of refugees residing in Uganda as well as their hosting communities, socio-economic challenges and opportunities, and the role NGOs and private sector can play in addressing challenges and realizing opportunities

  • Strong understanding of market systems approaches

  • Experience in impact measurement & analysis

  • Experience in fostering strategic private sector engagement

  • Experience in economic development, private sector development, economic recovery in humanitarian and/or emerging economy contexts, business strategy and business plan development, or similar fields with social impact focus

  • Excellent communication skills

  • High integrity and willingness to conduct her/himself transparently and open to scrutiny

    Ideally, you also have;

  • Experience in corporate social responsibility and/or social impact financing

  • Ability to communicate technical information in an easy to understand, informative and collaborative manner

  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
