Purpose of the post

Under the direct supervision of the Emergency Manager and with the technical support from the Protection Coordinator, the Mobile Protection Manager will be responsible for the implementation of DRC Mobile Protection programs in South Sudan.

The Mobile Protection Manager will implement DRC Mobile response program to respond to displacement crises across the country with a focus on active and rapid post displacement protection programming.

This includes pre-planning, follow up of new emergencies and displacement with the cluster and other partners; conducting rapid protection assessment; ensuring rapidity of response; determine scale of assistance and timely delivery of program activities, including general protection, gender-based violence (GBV), and child protection responses.

Responsibilities

Programming

  • Plan and timely Implementation of DRC protection response during displacements (due to conflict or natural disasters) and other emergencies as they arise with a greater focus on population movement monitoring, information management, coordination, community engagement, community services, lifesaving distributions and advocacy in South Sudan;
  • Undertake timely rapid protection assessments in new areas with a greater focus on protection, GBV and child protection, while also identifying multi-sector needs; produce assessment reports in a timely manner;
  • Rigorous application of project cycle management standards at field level to achieve protection program quality in design, implementation and monitoring; i.e strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field;
  • Collaborate with the Emergency Manager and protection coordinator to define the scope and objectives of DRC protection response to each specific emergency;
  • Oversee the implementation of the mobile protection responses and ensure that stated goals and objectives are met;
  • Produce structured work plan for each emergency deployment;
  • Supervise and provide capacity building trainings to the national mobile protection and other sector response team, on general protection, GBV and child protection;

  • Provide regular updates on ongoing missions to the Emergency Manager and the protection technical coordinator;
  • Ensure synergy between protection and other sectors response at the field level but also across DRC area programs throughout the country.
  • In collaboration with the Emergency Manager and Safety adviser, closely monitor the situation and development in population movements, security context, accessibility constraints, and natural or environmental phenomena;
  • Closely work with the Emergency Manager and safety adviser in planning and implementing appropriate safety measures that safeguard DRC team and assets during deployment;
  • Ensure compliance with DRC and international policy, procedures and practices throughout emergency response activities, including adherence to Do No Harm principles, GBV guiding principles, and Child protection minimum standards;
  • Preparation of necessary logistic and financial requirements prior to any mission deployment;
  • Collaborate with the Emergency Manager, Protection coordinator and with other support departments in the development of concept notes and/or proposals and budgets for ongoing and future mobile response;
  • Contribute to the strategic direction of the country Mobile response with greater focus on protection through participation in strategy planning meetings and developing strategic documents.

  • Prepare cash needs for any mission deployment and ensure the timely request and submission to the finance department

  • Protection program and track budget expenditures to ensure timely utilization
    of funds vis-à-vis work plans, and implementation schedules and adjust budget forecasts when needed.

    Logistics, Procurement, Safety and Security

  • Develop supply/procurement plans for mobile protection activities and coordinate with the Logistics personnel for their delivery to the field as per project planning.
  • Ensure staff compliance with security management rules and procedures (for i.e. ensuring relevant documentation and procedures are understood and adhered to by staff).
  • Ensure the participation of all staff in pre deployment safety and context briefing before any deportment

    Experience and technical competencies
  • University degree in law, international cooperation, social sciences or social work (bachelors as a minimum);
  • Solid experience in protection program design and implementation (minimum 5 years)- including but not limited to rapid protection assessments, protection monitoring, identifying and providing assistance to Persons with Special Needs, service mapping and referral pathway development, gender-based violence prevention and response, child protection activities, and establishing community based protection approaches;
  • Experience in managing complex humanitarian programming. Previous experience in emergency or conflict-afflicted setting is required;
  • Experience in managing protection projects, including understanding of protection information management, protection indicators, outputs and outcomes, and including general protection, child protection and GBV prevention and response activities.
  • Solid experience in project cycle management, including proposal writing, budget management and donor reporting;
  • Experience of coordinating activities across locations;
  • Demonstrated experience in evidence-based monitoring and evaluation standards;
  • Demonstrated successful leadership experience managing a multi-disciplinary team and cross-cultural dynamics;
  • Experience of designing and using tools for monitoring programme activities and achievements against the LFA;
  • Experience with different donors programming i.e. EC, BPRM, UNHCR, ECHO, OFDA, FAO, CHF and Danida preferred;
  • Proven experience of capacity building and training, including preparation of materials and facilitation and roll out of a training plan, particularly on the topics of human rights, protection mainstreaming, community based protection, gender based violence guiding principles, child protection minimum standards, protection information dissemination;
  • Knowledge of finance monitoring and follow up tools;
  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Higher level of diplomatic, access negotiation, and coordination skills are essential, both for internal coordination and for working with key stakeholders;
  • Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies;
  • Experience of managing programs in a complex and rapidly changing security context;
  • Established capacity to deal with stressful situations, willingness to work in remote and isolated location;
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes;
  • Strong commitment to DRC vision, mission and core values;
  • Good computer and IT skills and strong English communication and writing skills

  • A keen understanding of political complexities in the South Sudan context;
    Self-motivated and able to work with a minimum of guidance and supervision;
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
