The main purpose of this position is to oversee the implementation and monitoring of the Legal thematic area in line with DRC Goal, and Values


Responsibilities


Project development, implementation and reporting

  • Contribute to the writing of concept papers and proposal development on the legal thematic area of protection. Also identify gaps and vulnerabilities with a view to generating ideas for future projects with strong impact for the beneficiaries.
  • Facilitate engagement with police, prisons, and the judiciary to ensure safety and protection of the rights of persons of concern during detention, trial, and imprisonment
  • Enhance trial proceedings through witness mobilization and assisting victims/survivors to record or make proper statements at police posts
  • Contribute to the development of advocacy points based on assessment of the situation and risks related to access to justice for people of concern.
  • Ensure Core Humanitarian Standards are adhered to throughout all DRC Kyaka legal programming
  • Organize and deliver Legal trainings and promoting the rights of refugees and vulnerable persons
  • Strengthen prevention and response mechanisms to all forms of rights abuse through sensitizations, trainings, IEC materials, capacity building of community structures etc.
  • Work closely with the other programme components to maximize programme output and impact
  • Oversee the daily quality implementation, monitoring and evaluation of legal related activities and interventions in Kyaka II refugee settlement.
  • Proactively contribute to quality and timely monthly, quarterly and annual reports and work plans.

    Coordination and representation

  • Develop relationships with a range of key stakeholders including donors, Justice Law and Order Sector and other stakeholders on legal thematic area at field level
  • Representation of DRC and active participation in the local Protection working group and coordination meetings.
  • Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy.
  • Actively liaise with other DRC sectors and ensure the integration of the protection interventions in all programming.
  • Link with the community services and SGBV sectors as a key strategy to achieving the reforms needed to increase legal protection
  • Maintain close contacts with local authorities and RWCs, paralegals in
    the refugee settlement; provide capacity building, meetings to improve legal protection in the settlement.

    Staff development and management

  • Provide legal technical and programmatic leadership for the Protection Assistant – Legal and protection staff in Kyaka II operational area as needed.
  • Develop staff performance measurement and targets and appraise them based on the set targets.
  • Provision of technical support to staff on relevant protection standards, best practices and policy documents ensuring a rights-based approach programme framework.

    Support management team to:

  • Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
  • Uphold the DRC code of conduct and principles of accountability.
  • Execute any other tasks as may be assigned from time to time.

    Logistics /Finance

  • Support program manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.


    Requirements


  • Minimum of three (3) years’ experience working on legal and human rights issues with vulnerable communities.
  • Experience in legal protection programming in a humanitarian setting is essential
  • Knowledge of the Uganda Legal System and International Human Rights Instruments and their application to Refugees in Uganda.
  • Experience of working with UN or Non‐Governmental organizations.
  • Good communication skills and ability to conduct training and awareness.
  • Understanding of gender, protection and human rights.
  • Computer skills.
  • Good organizational and people management skills.
  • A Bachelor’s degree in law (LL.B) or another relevant degree
  • Admission to the Bar will be an added advantage
  • Fluent English
  • Knowledge of Swahili is an asset.
