Scope of Work

The Regional Coordinator will be part of the Field Support and Capacity Building Unit of JIPS. Under the supervision of the Head of Unit, in close collaboration with JIPS Coordinator and under the overall guidance of JIPS Executive Committee, the Regional Coordinator will:

  • Delivers JIPS technical support and capacity building to government, humanitarian and development actors in the EALG region, focused on displacement and collaborative data processes to inform responses and durable solutions for IDPs, in line with JIPS’ strategy.

  • Supports knowledge sharing and plans and delivers regional and local peer-to-peer learning and training events to enhance government, humanitarian and development actors’ capacity on displacement data processes and measuring progress towards durable solutions.

  • Contribute to JIPS’ partnership building and collaboration at regional level, including with national and local governments, humanitarian and development agencies, donors, civil society, and academia.

    Responsibilities

    Delivery of technical support in the field of displacement data and measuring progress towards durable solutions

  • Supports on bringing together government, humanitarian, development actors, and displacement-affected communities in the EAGL region to undertake joint data collection and analysis efforts to improve the evidence base on internal displacement and informing durable solutions for IDPs

  • Provides technical support to requesting partners in the EAGL region (government, national statistical offices, humanitarian and development actors, etc) on measuring progress towards durable solutions, including in applying the Interagency Durable Solutions Library and Guidance by adapting it to their different contexts in the region

  • Provides technical support to requesting partners in the EAGL region (government, national statistical offices, humanitarian and development actors, etc) on data systems and profiling processes in displacement situations. This includes advise during the different phases of a collaborative data process (establishing the collaborative working group; designing the methodology and tools; implementing data collection; processing and analysing the data; joint analysis and validation with partners and communities, reporting, action planning and dissemination) as well as building capacity of partners.

  • Integrates capacity building effectively into field support delivery, with particular focus on national and local governments

  • Supervises the work of small field teams (field support advisors in the different EAGL countries) to ensure high quality in the delivery of JIPS field support and capacity building in the region

    Supports knowledge sharing and plans and delivers regional and local peer-to-peer learning and training events

  • Contributes in strengthening the capacity of governments, humanitarian and development actors in the EAGL region, on data systems and collaborative data processes in displacement situations, by organizing knowledge sharing, peer-to-peer and trainings events.

    ● Tailors and delivers JIPS training material and learning tools at local, country and regional level, based on specific learning and data needs, with particular focus on national and local government partners

    ● Manage the preparation of training, peer-to-peer and dissemination events and workshops to make JIPS products and technical services accessible to relevant actors in the region

    Partnership building and collaboration

  • Initiates and contributes to fostering partnerships in the EAGL region, relevant for JIPS field support and capacity building activities, including with national and local governments, humanitarian and development
    agencies, donors, civil society and academia

  • Contributes to building JIPS profile with the regional community working to improve data on forced displacement in the region, including through advocacy and adequate representation of JIPS in relevant regional processes and forums

    Other

  • Actively participates in the regular work of JIPS, including contributions to reporting mechanisms, team meetings, and other workflows

  • Supports advocacy and communications activities as required

  • Supports the Head of Field Support and Capacity Building in other activities as required

    Location

  • The JIPS Regional Coordinator will be based in Nairobi, Kenya with regular travel to countries in the EAGL region, sometimes for extended periods, including to countries and places where special security measures will be provided by the hosting agency.

    Experience and Technical Competencies

  • Advanced university degree (Master’s degree or equivalent) in one of the following: Social Sciences, Humanitarian/Development studies, Information Management, Statistics or a related field;

  • 5-7 years of progressively responsible relevant work experience, of which at least 3 need to be in humanitarian or development field operations;

  • Experience working on forced migration and specifically internal displacement issues in humanitarian and/or development contexts

  • Excellent and proven project management skills, including creating work plans, budgeting, delegation of responsibilities and supervising small teams;

  • Excellent analytical, writing and presentation skills, including the ability to present complex information in a simple and accessible manner;

  • Demonstrated experience in strategic thinking, coordination, and partnership development and management;

  • Solid experience with statistical and social research methods and/or information and knowledge management;

  • Solid experience in capacity building and training of a wide range of actors, including adult learning and training of trainers. Knowledge of e-learning and virtual learning is desirable;

  • Excellent English verbal and written skills. Proficiency in French or Arabic is desirable.

  • Solid knowledge of international humanitarian/development architecture, protection and durable solutions. Previous work experience in inter-agency projects is desirable;

  • Practical expertise in community engagement and organizing/ facilitating joint workshops on analysis and/or action planning;

  • Strong reporting and writing skills with proven experience in producing high quality report and learning materials;
