About DRC

DRC began operating in Kenya in 2005 with assistance to refugees and displacement-affected communities via implementation of protection and livelihoods activities. DRC works in Dadaab and Kakuma refugee camps, as well as in Nairobi and Mombasa to assist urban-based refugees, and in Mandera County implementing a cross-border resilience programme.

In Kakuma, DRC’s programme supports refugee youth and adolescents with life skills, resilience, training and scholarships alongside livelihood and vocational skills development. DRC is an implementing partner of UNHCR and is implementing protection related activities in Kalobeyei camp – which is a new camp opened near the Kakuma refugee camp.

Overall purpose of the role:

The position holder will lead and be responsible to provide strategic direction and technical assistance on the integration and mainstreaming gender across urban projects.

S/he will also work to improve the efficacy and efficiency of DRC gender programming work to increase protection and enhanced inclusion for people affected by conflict and displacement in urban areas and their host communities in the spirit of contributing to social cohesion between the two communities.

The Gender Officer will directly and closely work with Project Managers who will technically supervise his/her tasks, provide feedback and ensure the excellent delivery of donor contractual obligations as well as to meet the expectations of relevant project stakeholders while keeping the Area Manager abreast of the cross-cutting support being provided to the area level projects.

S/he will also work with the project staff and colleagues in a consultative and collaborative approach to foster good working relationships in an effort to ensure that interventions are sensitive to these dynamics on the ground.

Roles and Responsibilities:

  • Lead on the technical development and implementation of all urban projects gender programming components in collaboration with respective managers, teams and partners.

  • Identify, establish and foster strong partnerships involved in the refugee and host community gender programme work and aligned to DRC’s urban projects/work to enable greater programmatic impact on gender integration and mainstreaming.

  • Monitor and report on the project related gender issues in the DRC urban area program and present solutions and way forward to address such issues to the project managers.

  • Provide technical support to and identify joint opportunities with the advocacy and communication officer on the development of relevant gender advocacy and communication/information to address gender issues.

  • Document and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming to influence the wider actors working in the urban refugees.

  • Training and capacity building support for project
    staff and communities on gender issues.

  • Collaborate with the MEAL team to design and implement gender sensitive data collection tools, support the collection and analysis of sex- and age- disaggregated data, quantitative and qualitative, as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting project needs.

  • Develop and maintain effective working relationships with all stakeholders, including urban refugee and host community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.

  • Support in fundraising efforts by contributing in concept notes and proposal in gender framework designs including budgetary requirements elements.

  • Support Project Managers in representation when required to do so, budget management and donor reporting aligned to gender component deliverables.

    Experience and technical competencies

  • Minimum of 3 years’ experience in gender integration and mainstreaming programming in the humanitarian and development sector/INGO (work in urban refugee and host community context desirable)

  • Experience with building constructive working relationships with diverse stakeholders or working with networks or coalitions.

  • Strong planning, coordination, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.

  • Good analytical, strong project management skills with experience supporting multiple projects or teams is highly desirable.

  • Ability to communicate complex ideas simply, both verbally and through writing.

  • Experience in the usage of computers and office software packages.

    Education:

  • Bachelor’s degree in gender, social science, development studies or related field - master’s degree preferred.

  • Fluency in written and spoken English and Swahili. Other refugees’ language will be an asset (Somali, Oromo, Congolese etc)
