Overall purpose of the role:

  • The CCCM Manager will be responsible for managing all DRC CCCM staff and CCCM activities in the two refugee camps in Kigoma Region: Nyarugusu (Kasulu) and Nduta (Kibondo). The specific CCCM activities include distribution of CRIs/NFIs, Site management (shelter maintenance, shelter allocation and reallocation, maintenance of shelter database, and service monitoring), and the coordination of service/assistance delivery also conducted by other organisations.

  • The CCCM Manager will also be responsible for the management of the departure centres in the two camp and providing support for ongoing/planned voluntary repatriation of refugees to their countries of origin. The roles and responsibility of the CCCM Manager entail building effective partnerships with a diverse range of stakeholders, ranging from UNHCR, government authorities, other humanitarian agencies, the refugee leadership, the refugee community, and the refugee hosting communities.

    Responsibilities:

  • Provide technical support and management for CCCM activities: Responsible for supervision and management of all CCCM staff and DRC CCCM activities in the refugee camps, including shelter maintenance, shelter allocation, maintenance of shelter databases, service monitoring, coordination of service provision, coordination of assistance, supporting voluntary repatriation processes, and conducting general and targeted distributions of non-food items and core relief items.

  • Leadership for the CCCM program design, management, and implementation: Conduct assessments, identify gaps, lead development of concept notes and project proposals, ensure community and stakeholder participation, develop all the implementation plans and manage the implementation of all the CCCM activities. The CCCM Manager will also be responsible for referring identified gaps to relevant forums or advocating with UNHCR, government authorities or humanitarian partners for additional support.

  • Strategic development: Contribute to the strategic direction of the Tanzania Country Program Operation through participation in strategic planning meetings and developing strategic documents. The CCCM Manager will also participate in the relevant sector strategic planning meeting and reviewing of strategies at the camp level, as well as the country and regional levels.

  • Monitoring, evaluation, and Reporting: Supervise the implementation of the projects through monitoring and evaluation (quality control, monitoring objectives, and indicators), to ensure that CCCM activities are implemented following agreed strategies, principles, implementation plans, and donor requirements. This will also involve ensuring the use of qualitative and quantitative indicators and preparation of accurate and timely and quality project narrative reports are submitted.

  • Base Manager role/ provision of effective management of resources: HR, finance, procurement and logistics: Resource planning, time resource scheduling and management using DRC Dynamics; monitoring financial commitments and expenditures against budgets and ensuring participation in Budget Follow Up (BFU) meetings; ensure that DRC’s financial, procurement, HR, and logistics policies and procedures are fully adhered to while implementing the CCCM activities; and ensuring that the activities are implemented in compliance with DRC and donor requirements, and all the applicable humanitarian standard.

  • Camp Coordination:
    In coordination with UNHCR and MoHA, convene the camp based CCCM meetings on a regular basis and ensure all communications, including minutes of meetings are disseminated on a timely basis. DRC CCCM is secretariat for the CCCM Coordination meetings and therefore responsible for taking minutes and notes during meetings and for dissemination of all CCCM communications using various channels; facilitate/ chair NFI distribution coordination meetings in each camp; participate, facilitate and/or chair other coordination meetings related to the CCCM in consultation with the key stakeholder; participate in all camp coordination meetings

  • Security: Responsible for following DRC security procedures and at the programs level in Tanzania, including relevant provisions of the DRC Operations Handbook; ensures that security incidents at the program level are reported to the Area Manager and Country Director; ensure security incidents affecting the PoC, including fire incidents, rainstorm damage, wind damage etc are promptly report to UNHCR and remedial action taken on emergency basis.

    Qualifications and Experience

    • Minimum of 5 years’ experience in humanitarian work in displacement contexts

    • Minimum of 3 year of professional work experience in CCCM, preferable in an international environment.

    • Advanced University Degree in International Humanitarian Law, International Development, Social Sciences, or equivalent work experience with a First Degree in a relevant field of study.

    • Minimum 3 years of professional work experience in refugee operations and partnering UNHCR, and other UN Agencies.

    • Strong interpersonal skills and demonstrated ability to establish effective working relations with UNHCR local staff / sector leads, camp-based government authorities and other stakeholders.

    • Demonstrated understanding of the CCCM coordination mechanisms and frameworks is required;

    • Demonstrated ability to manage and support multi-sector programmes including operational planning and problem-solving.

    • Demonstrated experience in people management and team building.

    • Demonstrated experience in financial and asset management including multi-donor programming

    • Demonstrated ability to undertaken representation with senior government officials.

    • Excellent written and presentation skills in English

    • Proven ability to work in isolated, remote and challenging field locations.

    • Comfortable in a multi-cultural environment, flexible and able to handle pressure well ability to engage with community members in an open manner, maintain confidentiality and respect;

    Languages

    • English: Level 4 - Full professional proficiency (required).

    • Kiswahili: Level 4 – Full professional proficiency (required).
