Overall Purpose

Working closely with The Donkey Sanctuary´s Ethiopian Country Representative, and The Donkey Sanctuary Africa Regional Team (based in Kenya) to lead the planning, implementation, evaluation and documentation of the Programmes that take place in Ethiopia.

Specifically, to oversee the development and implementation of a comprehensive national system strengthening programme focusing on veterinary and animal welfare education and training ranging from University level courses down to community level interventions designed to improve the national systems for donkey and mule health and welfare in Ethiopia.

Main Duties and Responsibilities

  • Develop and lead a comprehensive system strengthening programme focusing on education and training aimed at improving animal health and welfare for donkeys and mules at every level of intervention;
  • Oversee the livelihoods element of the national programme by supervising and supporting the Livelihoods Programme Manager;
  • Initiate and set goals for all programmes implemented in Ethiopia according to the strategic objectives of the organisation;
  • Identify and follow up on new opportunities for programmes in Ethiopia, in close collaboration with the Country Representative and Regional Director (Africa);
  • In coordination with staff in TDS UK, Ethiopia and The Donkey Sanctuary’s Regional Office (Africa), provide inputs to tools and use of tools for data collection to track key indicators of success, analysis, reporting of programme data, and determine the need for improvements;
  • Ensure programme operations and activities adhere to legal guidelines and internal policies;
  • Apply change, risk and resource management principles when needed;
  • Maintain close communication with colleagues in other sectors (a) The Donkey Sanctuary UK, (b)The Donkey Sanctuary’ s Ethiopia Office, (c) The Donkey Sanctuary’s Regional Office (Africa), (d) and other sectors regarding technical needs, progress, budget, challenges and opportunities;
  • Liaise closely with field staff to integrate project management and technical oversight in support of effective programme delivery;
  • Manage the selection, hiring, and development of new project staff and project management team members;
  • Assist the Country Representative in the day-to-day management of the Programme and in the Annual Planning and Budgeting process;
  • Build and maintain strong relationships with country programme teams;
  • Carry out any other reasonable duties as may be required.

    Hours

  • 40 hours per week, Monday to Friday. Due to the nature of the role, flexibility to work evenings and weekends
    when required is a necessity, especially when overseas.
  • Extensive travel to projects mainly in Ethiopia, possibly wider Africa.

    Location

    This role will be based in The Donkey Sanctuary office in Addis Ababa, Ethiopia. There may be occasions when the post holder may be requested to work at another location considered reasonable. This role will require local, national and possibly some international travel.


    Job Requirements

    Person Specification

    Essential:

  • Proven experience as Programme Director or other managerial position;
  • Experience of programme/project management in the international development field, candidates with experience in education system strengthening programmes are of particular interest;
  • Thorough understanding of project/programme management techniques and methods;
  • Management in a development context including log frame design and implementing a project-specific Monitoring Evaluation Accountability and Learning framework;
  • An analytical mindset with great problem-solving abilities;
  • Bachelor´s degree in management or a relevant field; Masters level education is desirable
  • Excellent communication skills and presentation skills;
  • Direct line management experience;
  • An ability to work with people at all levels;
  • Ability to travel;
  • Fluency in Amharic and English (written and verbal);
  • Strong IT skills.


    Desirable:

  • Knowledge of veterinary and animal welfare structures in Ethiopia;
  • Relevant qualification / degree in international development and/or project management experience in the development sector;
  • Full and valid driving licence;
  • Knowledge and experience of the animal welfare sector and its role in development.
