As a non-governmental social development organisation we support children without parental care and families in difficult living conditions through services in care, education, health and emergency relief, and we advocate for the rights of children and young people, in alliance with a great diversity of partners.

We work in 135 countries and territories, reaching over one million children, young people, families and caregivers each year. To support us with this important responsibility we are now looking for a committed:

Director of Human Resources & Organisation Development (HROD) Eastern and Southern Africa Region (ESAF) (f/m)

Location: Addis Ababa, Ethiopia

Mission:** The Director of HROD drives General Secretary (GSC) support and development in the areas of HR, OD and internal communication in the region, in order to support the achievement of organisational goals.

The director is directly responsible for the overall administration, coordination and evaluation of the HROD function on a strategic as well as operational level.

S/he supervises and works closely with Member Associations (MAs) to build their capacity and to support the implementation of HR and OD strategic objectives and international policies in the MAs.

S/he leads the HROD network in the region and works towards a flawless roll-out and execution of global policies, processes and projects and their translation into regional requirements where necessary.

The director is part of the Regional Management Team (RMT) so will play a key strategic leadership role.

Tasks and Responsibilities

Workforce and Compensation Management

  • Drive, manage and monitor implementation of HR strategy, HR policies, and guidelines in the regional office and MAs and contribute to develop them further

  • Ensure roll-out and monitoring of SOS compensation system in the Regional Offices (ROs) and MAs

  • Drive strategic workforce planning in MAs and in the region

  • Support the International Director, Region with expertise, consultancy and controlling in the areas of human resources and organisation development in MAs and GSC offices

  • Annually review and make recommendations to the International Director for improvement of the organization's policies, procedures and practices on personnel matters

  • Assist the International Director in the annual review, preparation and administration of the organization's wage, salary and benefit programs

  • Maintain knowledge of industry trends and employment legislation in ESAF and ensure organization's compliance

  • Maintain responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters

  • Ensure all staff in the regional offices and MAs contracts are up-to-date and kept properly and End-of-service benefits validations are conducted

    HR Development

  • Responsible for supporting MAs to meet international HROD quality standards & guidelines

  • Responsible for leading, developing, and supporting the regional HROD network consisting of national, regional HROD co-workers, supporting cross-national knowledge sharing, steering regional and national developments and ensuring capacity building of co-workers in HR & OD

  • Build up HR competence for line management on regional as well as national level

  • Ensure capacity building for programme co-workers in MAs

  • Work directly with Functional Directors and SOS Children´s Villages International Representative (CVI Representative) to assist them in carrying out their responsibilities on personnel matters

  • Recruit regional management in line with management team approved process

  • Implement performance management and recruiting standards in regions and MAs and monitor implementation

  • Ensure co-worker orientation, roll-out of Code of Conduct and monitoring of its implementation

  • Drive and implement people and cultural change agenda in regions and MAs

  • Adapt international HR concepts to local needs and implement support actions where needed

    Organisation Development

  • Support International Director and CVI Representative in the development of good
    governance implementation in MAs and contribute to develop them further

  • Drive implementation of good management and accountability standards in MAs and CVI units

  • Support the establishment of national legal entities and the registration and change of national statutes

  • Communicate changes in the organization's personnel policies and procedures and ensure that its proper compliance followed

  • Ensure monitoring of local legal compliance and recommend actions to National Directors / Boards

  • Accompany and support management in OD processes on regional and national level

    HR Data Management and Business Analytics

  • Ensure regular HR reporting and maintenance of data for regional needs

  • Ensure Mid-Term Planning validations of HR expenditures are conducted as per the requirement

  • Ensure development, roll out and operation of regional and local systems / database applications in close cooperation with regional Information & Communication Technology (ICT) and in line with SOS standards for software development

  • Coordinate or conduct exit interviews

    Regional / local HR Administration

  • Ensure HR administration in the Regional Office

  • Consult and build capacity in regional office and MAs

    Internal Communications

  • Ensure effective running of internal communication in regional office / MAs, ensuring SOS CVI Brand is considered and strongly linked to strategy

    People management responsibility

  • Lead the team of co-workers in the function in the region, managing the performance and ensuring development of direct reports

    Requirements

  • Advanced university degree in Human Resources, Business or Organisation Development or other related area or first level degree with considerable additional experience

  • Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations and people development combined with a specialized training in one or more of the listed areas

  • A minimum of 10 years of progressive experience in the area of HR/OD Management including several years in a leadership position in an international setting

  • Experience in developing, managing and implementing change management processes

  • Ability to build strong relationships/networks and to work and cooperate effectively and in a spirit of partnership with line of command, peers, partners, stakeholders, and others who are not in the line of command

  • Demonstrated ability to serve as a successful participant on the executive management team that provides organisation leadership and direction

  • Virtual management skills and knowledge of collaboration tools desired

  • Proven implementation skills and a can-do approach

  • Excellent communication and influencing skills

  • Excellent oral and written English language skills, additional regional languages would be a definite advantage

  • Ability and willingness to regularly travel Internationally (mainly in ESAF region)
