Digital Green is seeking to recruit a qualified Logistics and Procurement Officer for its country program in Ethiopia. Digital Green is entering an exciting phase of development as it expands to additional digital solutions, agricultural commodities and geographies.

Job Summary

Reporting to the Head of Finance & Administration, the job holder is responsible for coordinating all Logistics, Procurement, Fleet arrangement and service needs of Digital Green Ethiopia (DGE).

This position will require strong support capabilities and a solution-oriented mindset as logistics support can be demanding in nature.

S/he is also required to equip his/her self with coordination and implementation skills as the position will help coordinate project support activities in collaboration with Technical teams and F&A team.

In general, the job holder is responsible to deliver timely and quality logistical and procurement support services to all units at DGE that would allow efficient and effective program delivery.

Accountable to manage the entire ERP System. Be an emergency contact person for Ethiopia.

Key Responsibilities

Logistics Management

  • Efficiently manage and execute all logistical support services for Digital Green Operations in Ethiopia
  • Track the status of all incoming and outgoing shipments and ensure that local customs clearance requirements are maintained and executed for all imported items.
  • Provide support for all training events, including sourcing comparable hotels, production of materials (printing/copies), vehicle arrangements, etc.
  • Responsible for all office equipment to undergo through regular maintenance services, i.e. photocopier, printers, office furniture, etc.
  • Maintain a monthly tracking report of travel (vehicle) request and arrangements.
  • Manage air travel requests, ticket and hotel bookings in accordance with organizational travel policy.
  • Liaise with the relevant external organizations, such as Ethiopian Customs Authority (ECA), Agency for Civil Societies Organizations (ACSO), Immigrations, etc. for visa processing, customs clearance and related services.

    Procurement

  • Manage and execute all procurement of goods and services as per
    Digital Green policies and procedures.
  • Support the Head of Finance & Admin in developing annual procurement plan with expected lead time.
  • Track the status of annual procurement plan and advise Program units to initiate their requests on time.
  • Collect procurement bid documents or quotations and assist the Bid Committee with bid analysis.
  • Develop list of reliable suppliers who are capable of providing core goods and services in order to optimize Digital Green’s future sourcing needs.
  • Responsible to manage the ERP automated system, ensuring all procurement processes are documented, reviewed, approved and uploaded for future use, such as for audit purpose.

    Fleet Management

  • Execute all fleet management activities of DGE, including vehicle inspection, maintenance, insurance coverage, etc of own and rental vehicles.
  • Manage all staff ground travel requests in accordance with Digial Green’s travel policy, including reviewing the bills against the vehicle request order and submitting for payment.
  • Place orders to vehicle rental service providers and ensure that the vehicles qualify the standards agreed in the Vehicle Rental contract and are dispatched timely.
  • Track and document all vehicle rental requests, orders, contracts, fuel consumption, and actual usage.
  • Provide support, advice and timely update for staff on vehicle arrangements, safety measures, log sheet management, etc.
  • Arrange vehicles for DGE’s visitors and guests, including airport pick-ups and regular transport from hotel to office and back, as required.
  • Coordinate the annual vehicle inspection and third-party insurance coverage timely.
  • Track changes and emerging practices in logistics management and advice the Head of Finance and Administration introduce cost effective and efficient logistics management system at DGE
  • Be the Emergency contact person for staff and visitors in Ethiopia.

    Job Requirements

    QUALIFICATIONS AND EXPERIENCES

  • Bachelor Degree or above in Logistics Management, Management or related fields.
  • Certification in auto-mechanics is an advantage.
  • Minimum 8 years of experience working in Logistics and Procurement is required.
  • Relevant experience working in INGO/non-profit sector is highly preferred.

    Skills and Competencies

  • Excellent command of written and spoken English
  • Computer skills to generate reports and carryout analysis
  • Understanding of government regulations and requirements (ACSO, ERCA, MoANR, Immigration, etc)
  • Ability to work well under pressure and with multiple impeding deadlines.
  • Strong coordination, collaboration and communication abilities in working DGE and partners’ teams.
  • Willingness to take on challenging tasks/ assignments beyond immediate responsibility
  • High level of personal and professional integrity and trustworthiness
