Development Expertise Lab Monitoring, Evaluation and Learning (MEL) Experts Jobs in Uganda;DEL is hiring Monitoring, Evaluation and Learning (MEL) Experts to support data collection, analysis, and research activities in East Africa, ensuring high‑quality evidence generation for donor‑funded development and humanitarian programs.
Requirements
Education
Master’s degree (or equivalent) in Monitoring & Evaluation, Statistics, Economics, Social Sciences, Development Studies, Public Health, or related field
Experience
Minimum 5 years’ professional experience in monitoring, evaluation, and/or learning for donor‑funded programs
Demonstrated experience applying OECD‑DAC evaluation criteria or equivalent MEAL frameworks
Prior experience with UN agencies, INGOs, or bilateral/multilateral donors (highly desirable)
Experience conducting gender‑sensitive and disability‑inclusive research (asset)
Technical Skills
Strong quantitative and/or qualitative research skills
Proficiency with statistical software (Stata, SPSS, R) and qualitative analysis tools
Proficiency with digital data collection platforms (ODK, KoboCollect, SurveyCTO, CommCare)
Excellent report‑writing and facilitation skills in English; proficiency in local languages an advantage
Contextual Knowledge
Sound knowledge of development, humanitarian, and policy context in country of residence (Kenya, Uganda, Somalia, Ethiopia)
