Job Description

1. Background

DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP) and Women’s Entrepreneurship Development Programme (WEDP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over the next 6 years with a total project budget of almost £70 million.

EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes.

The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.

The EP pillars are:

  • The Finance Group is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.

  • The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.

    2. Job Summary

    The Human Resources manager is responsible for the effective and compliant recruitment of all EP project personnel including long term project staff and short term experts.

    This will include all components of recruitment (advertising, shortlisting, support to selection process, vetting, reference checks and onboarding) to ensure that EP’s recruitment processes follow Ethiopian Labour Law and EP’s Operations Manual.

    The HR Manager will work closely with the Senior Management team to ensure that the team is fully resourced and that the team is well managed – supporting the team to manage performance issues according to Ethiopian labour law and EP’s manuals.

    3. Roles and Responsibilities

  • Ensure that all EP staff are informed of organizational policies, procedures, guidelines and systems

  • Advise on legal requirements for recruiting, contracting and exiting of staff ensuring duty of care and adherence to local labour law

  • Ensure appropriate and fair standards of recruitment, appointment, promotion, increment and grievance handling are maintained

  • Ensure the team are up to date on DAI’s ethics standards and code of conducts and anti-harassment standards.

  • Support the management team in the recruitment of all EP project staff, leading on the advertising, shortlisting, vetting and reference checks.

  • Support to the senior management team members for interviews and selection, and on final contracting processes

  • Facilitate all on boarding for project staff including induction schedules, timetables, and provision of all briefings needed

  • Ensure all withholdings – insurance, social security, annual leave, use of timesheets and other benefits are established and managed

  • Follow up the timely completion of performance appraisal of staff under probationary period.

  • Ensure the human resource related records and files are maintained

  • Manages team annual holiday allowances and labour tracking.

  • Handles employee grievances, disciplinary issues and other administrative problems according to DAI’s policies and procedures

  • Support on the recruitment of Short Term Technical Experts including appropriate advertising, contracting, vetting and deployment as needed by the EP team

  • Prepare employment contracts and follow up the renewal or termination of the contract timely.

    Job Requirements

  • A Degree in Human resource management, Management, Business administration or related field

  • 7 years professional experience

  • Experience in an INGO/ international donor/contractor is advantageous.

    Skills and abilities

  • Strong knowledge of Ethiopian labour law

  • The ability to interact with ease at all levels of seniority

  • Confident, but with humility and good self-awareness;

  • Trustworthy and discreet

  • Ability to work in a team

  • Very good MS-Office skills,
