The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany with operations in many countries around the world, including Uganda. GIZ implements commissions for the German government and other national and international, public and private sector clients within the framework of the International cooperation between the Federal Republic of Germany and the Government of Uganda. Green People's Energy Uganda &nine Burgerenergie is an initiative launched by German Minister Gerd Muller in June 2017 aspen 01 the Marshal Plan with Africa. the initiative is implemented in eight focal countries Benin, Cote d'Ivoire, Ethiopia, Ghana, Mozambique, Senegal, Uganda and Zambia.

The initiative draws inspiration from the community-initiated rural electrification drive that occurred in Germany the 19th century, and focuses on low key objectives in its adaptation to Africa:

  • Encourage small and medium enterprises ISMEs) to generate and use green energy
  • Partner with citizens and municipalities in Africa to foster green energy
  • Create job opportunities in the energy sector
  • Mobilize investment at local level
    In Uganda, the Green People's Energy project will consist of three components: O Community Productive Use of Energy (PUE) GIZ Uganda's market insight shows that off.grid productive use in Uganda currently covers simple applications such as phone charging, tv, radio and refrigeration, or lighting for businesses.

    But there is a growing demand for bigger applications such as water pumping, cooling, community workshops, mobile power storage and charging kiosks, grinding, milling, market and street lighting, carpentry, hairdressing, hospitality and ICT.Access to efficient appliances in these technology fields is key, as well as service delivery that benefits the entire community.
  • Access to Clean Energy for SMEs and Cooperatives The private sector particularly in Northern Uganda lacks stable power supply for its production and services. Many SMEs and cooperatives (e.g. in the agricultural sector) therefore rely on costintensive and inefficient diesel generators.


    Solar Powered Social Institutions for Communities Like rural SMEs, social institutions in rural Uganda often lack access to adequate and functional solar PV off-grid systems necessary for effective service delivery.


    This affects schools and vocational training institutes ('Ills), which will be targeted for provision of high-quality solar systems. The above components will be implemented through analyzing the needs of village communities, providing for sensitization and training, and facilitating financial support through the project towards communities able to add value through renewable energy technology and use.

    GIZ Uganda seeks two Energy Advisors to support the implementation of Green People's Energy, particularly on Components 1 & 2.

    Responsibilities


  • Support to project manager in implementation of activities around provision of solar power products, productive use appliances and efficient technology using renewable energy
  • Engage with community structures including community organisations, schools, private sector and public administration to maintain strong relations with the selected communities and identify potential opportunities
  • Maintain communication with other GIZ energy and rural development projects for coordination of synergetic activities
  • Monitor the use of project-supported equipment in communities and assess the value and potential improvements of interventions
  • Be familiar with and uphold GIZ's values of sustainable development, transparency, efficiency and anti-corruption towards the public, partners, government, private sector and institutions.
  • Identify strong partners at village level to be supported through the project
  • Recognize the key value chains in rural communities that have value adding potential
  • Assess the needs of the community and seek appropriate responses
  • Inquire upon suitable technologies for needs of communities on the ground
  • Analyze the financial avenues available to communities
  • Create strong and transparent relations with community members, structures, groups
  • Explore the opportunities and gaps with regard
    to skills and education in communities
  • Gather and present data and information clearly for use in the project Interventions
  • Cooperate in the team to design efficient modes of support
  • Travel regularly to project sites
  • Use micromanagement support instruments to subsidize equipment
  • Maintain equitable, transparent and fair delivery of support services to communities
  • Provide holistic support to communities regarding the provision of energy products, assuring that recipients know how to use the equipment effectively and efficiently
  • Monitor the recipients to track changes in the economic and social baseline and assure that equipment is correctly used and maintained
  • Note community needs in terms of best practice, where training or other support may be necessary
  • Identify SMEs in the project region
  • Setup and coordinate a partial grant mechanism for SMEs in Northern Uganda to support the uptake of renewable energy and energy efficiency technologies
  • Coordinate consultancies Project administration
  • Maintain all documentation of project activities by GIZ standards and support the Monitoring and Evaluation (M&E) framework for the project
  • Ensure correct visibility for Green People's Energy and contribute to communications materials
  • Adhere to accountability standards in regard to financial matters, procurement and all administrative procedures
  • Liaise regularly and communicate issues with the project manager and development advisor Other duties/additional tasks
  • Perform other duties and tasks at the request of management


    Requirements


  • Bachelor's or Master's degree with a focus on renewable energy, electrical engineering, business administration, rural development, environmental management or similar disciplines
  • Minimum of 5 years working experience, including 3 years of experience in renewable energy, business or rural development
  • Very good knowledge of the English language, oral and written Professional Competences and experience
  • Ability to meet commitments, plan ahead of time, observe deadlines and achieve results
  • Ability to express his/herself clearly and concisely both verbally and in writing
  • Polite and professional manner in conduct, in person, by phone and email
  • Strong ability to work within a team and follow a common goal
  • Good working knowledge of ICT technologies, related software and computer applications, particularly good skills in Excel, Word, Outlook and Powerpoint Other knowledge, and additional competences
  • Experience working with the private sector
  • Experience with renewable energy technologies such as solar systems, as well as agricultural equipment such as pumps, mills, driers, retail, cooling and others
  • Experience with micro finance-style instruments would be an advantage
  • Experience interacting with community groups or schools would be an advantage
  • An appreciation of social, gender and youth aspects of energy and rural development
  • Willingness to up skill as required by the tasks to be performed.
