Background

Commissioned by the German government, the GIZ programme for sustainable training and education supports both the higher education and technical and vocational training and education (TVET) sectors in Ethiopia.

The overall objective of the programme is to increase the quality of higher education and TVET in Ethiopia. In doing so, the programme’s aim is to pave the way for Ethiopia’s education sector to qualify and provide a skilled workforce for the country’s emerging industry.

The German programme for the higher education and TVET sector helps strengthen Ethiopian organisations and individuals working in the field of higher education and TVET so they can provide quality education. STEP started operating in 2015.

The programme works with various institutions on a national and regional level. These include the Ministry of Education, the Higher Education Quality and Relevance Agency, the Education Strategy Centre and the Federal TVET Agency and others.

It also provides direct support for selected universities, institutes of technology (IoTs) and TVET colleges.

The GIZ Programme for Sustainable Training and Education (STEP) aims improve the employment prospects of young Ethiopians.

Major duties and responsibilities

  • Coordination of National TVET Experts in the project regions. Project management for the GIZ-activities in the TVET component. Areas are not limited to but will include the following:

    Coordination of TVET Experts in the regions

  • Discuss and communicate monthly and weekly workplans with field staff
  • Facilitate communication and cooperation between field offices and the STEP Office AA
  • Align project activities in different regions towards goals and objectives of STEP

    Support coordination of programme activities for Improving
    capacities of TVET system and key actors in on Federal level


  • Support actors in TVET framework improvement
  • Coordinate Institutional capacity building (incl. Managemen & research)

    Support improving core processes of Cooperative Training (CT) Models

  • Support the concept development and alteration of international cooperative training approaches to the local context in the pilot regions
  • Assist the adaptation of TVET’s strategic and regulatory framework
  • Facilitate the endorsement of guidelines and handbooks with the Federal TVET Agency for the scaling up of cooperative training approaches

    Support other project activities in order to reach the project’s objectives – areas of involvement will be agreed upon as needed

    Support all general project management activities such as:

  • Knowledge management
  • Reporting
  • Preparation of concepts, strategies and operational plans for current and follow-on phase of the project
  • Implement tasks under the technical and disciplinary supervision of the TVET Component Manager of STEP

    Job Requirements

    Requirements

  • University Degree: Msc or above
  • Excellent knowledge on the Ethiopian TVET system
  • At least 8 years professional experience in a comparable position
  • Fluent in written and spoken English
  • Experience in project management, capacity building and ToT provision, experience within GIZ is an asset,
  • Technical background: engineering, entrepreneurship, MSE support, knowledgeable in the Ethiopian education system, focus on TVET
