The Africa We Want. With more than 200 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 35 member states.

Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.

DataCipation Programme

Cooperation in the field of digital transformation is a cornerstone of the AU-EU strategic partnership and a key component of the joint vision for sustainable economic growth. The African Union Commission has developed a high-level, principle-based Data Policy Framework for African countries to optimize the benefits of a data-driven economy.

Within this frame of reference, AU and EU jointly engage to support the implementation of the framework on continental, regional and national level. Through the GIZ programme DataCipation, technical assistance is provided to the African Union Commission to support the roll out of the AU Data Policy Framework as part of the Data Governance Initiative in Africa. Furthermore, DataCipation coordinates.

Responsibilities

Strategic Tasks

  • Supporting the Head of Programme and Project Advisors in the development, design, coordination, implementation and monitoring of internal and external communication activities to all stakeholders

  • Updating the DataCipation Programme’s Communication Strategy

  • Designing a project communications guide based on the existing GIZ AU Style guide

  • Designing a communication checklist for events

  • Ensuring the consistency of corporate identity application in all communication activities as per the German Development Cooperation, GIZ an EU guidelines

  • Supporting to coordinate communication activities with the Communications Team of the GIZ AU Office

    Communication Activities of DataCipation Programme

  • Developing suitable communication instruments for the project (e.g., factsheets, newsletter, PowerPoint presentations, info sheets, etc.)

  • Regularly updating the DataCipation Standard presentation, onboarding guide, factsheets, website and internal website and other information materials

  • Collecting and designing contents for social media and managing social media monitoring

  • Coordinating communication related inquiries with service providers, including provision of technical inputs and handling the necessary administrative processes (e.g. with consultants, agencies, photographers, trainers, writers)

  • Assisting in the organisation of internal and external exchange events and high-level delegations

    Advisory Service to the DataCipation Programme Components

  • Collaborating with the 10 country and 3 REC components of the DataCipation programme on their communication activities and managing the internal flow of information between GIZ AU and the different programme components

  • Coordinating communications activities closely with the communications advisor of the EU Technical Assistance Facility, based in Accra

  • Providing advice and input for internal and external communication activities of the 10 country components, three REC components and four continental components (e.g. on corporate design issues, production of publications, website updates, event planning)

  • Undertaking quality assurance checks of communication products

  • Collecting
    and developing success stories and impact data from the programmes (infographics, documentary texts, etc.) and supervising the dissemination process

    Media relations

  • Coordinating press and media activities of the GIZ DataCipation programme

  • Collecting and preparing press kits for specific events

  • Establishing and maintaining contacts with national, regional and international media representatives

  • Monitoring and documenting press coverage, keeping track of the internal and external press announcements and articles concerning the GIZ DataCipation programme

    Data Governance PMU Coordination

  • Support the PMU Coordinator in his role of steering and monitoring the implementation of the overall action

  • Managing and facilitating internal and external communication and knowledge sharing within the Data Governance Initiative

  • Organize workshops and steering committee meetings

  • Facilitate exchange between different implementing organisations and ensure timely follow up by them on strategic tasks

  • Coordinate regular exchanges with EU INTPA and EU delegations based in African Union Member States

  • Checking suppliers’ / consultants’ invoices, delivery notes and other papers and submitting them for signature to the requesting project/program to ensure conformity to the contract / order

  • Filing documents with completed transactions and ensures completeness of procurement / contract files.

  • Ensuring the whole documentation of the procurement process and ensuring the filing in DMS / SharePoint

  • Closely liaising with other service units at GIZ AU to ensure alignment of interfaces for a smooth processing of project requests.

  • Supporting the professionalisation of the GIZ AU Service Unit Procurement

  • Assisting in and/or carries out other activities and tasks as assigned.

  • Management of the functional email address of the SU Procurement.

  • Informing projects and programmes on time about the status of procurement and customs matters, particularly in the event of delays.

  • Coordinating effectively with colleagues in the administrative division and with procurement officers at different Country Offices and Head Office

  • Performing any similar duties and tasks at the request of management

    Qualifications

  • University degree in Communications, Journalism, Political Science, Economics or related field (MA or equivalent)

    Professional Experience

  • At least five years of professional experience in (political) Communication, Journalism, Stakeholder management or related field

  • Proven experience in content development, writing and/or editorial work and graphics design (work samples may be requested)

  • Working with and coordinating political stakeholders, preparing and facilitating workshops, knowledge management

  • Proficient Experience in design and video production with expert knowhow of applications such as Adobe InDesign, Illustrator, Photoshop and Premiere Pro

  • Experience in social media content production and management

  • Ideally previous work experience working with EU-funded projects

    Other Knowledge, Additional Competencies

  • Very good technical affinity for media contexts including knowledge of a wide range of multimedia, web and digital tools and content management systems

  • Good contacts of regional and international media

  • Proficient in Microsoft Office 365 applications (PowerPoint, Excel, Word, Outlook, MS Teams, etc.)
