Org. Setting and Reporting

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources.

To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

This position is located in the Training and Development Section of the Department of Safety and Security. The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.

The Security Training Officer reports to the Chief of the Training and Development Section through the Security Training Officer, P4.The post is located in Nairobi, Kenya and this duty station has been designated by the International Civil Service Commission as "B" hardship and family duty station.

The Security Training Officer is required to be available to deploy globally on short notice to deliver security training programmes for one to four weeks each time, including to high-risk areas.

Responsibilities

Within delegated authority, the Security Training Officer will be responsible for the following duties:

• Reviews and/or provides advice and support to managers and staff, including in agencies, funds and programmes, on security training related matters, i.e. interpretation and application/exceptions of security training policies, regulations, rules and procedures; recommends changes as required.

• Prepares special reports and participates and/or leads security training projects.

• Keeps abreast of developments in various areas of security training and learning.

• Supervises and monitors the work of the Team Assistants in carrying out all administrative transactions related to security training projects.

• Plans, organizes, develops, coordinates and administers examinations and tests related to training certification of professional, general service and other categories of security staff.

• Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on staff development, and career support programmes

• Provides advice on mobility and career development to Integrated Security Workforce personnel, particularly young professionals and staff in the General Service and related categories.

• Designs, plans, monitors and provides induction orientation, core and specialist learning programmes to security and UN personnel.

Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the United Nations Security Management System.

• Assists in preparing policy papers, position papers and briefing notes on issues related to security training and examinations and tests, and collects and maintains related data sources.

Competencies

  • Professionalism: Formal knowledge in the field of design, delivery and evaluation of training and learning, including knowledge of diverse delivery methodologies (e.g. online, blended and face-to-face delivery methods). Ability to coordinate and implement the team's resources in accordance with the training implementation plan. Proven ability to plan and organize work with geographically distributed teams and partners.

    Education

  • Advanced university degree (Master’s degree or equivalent) in learning, security management, business or public administration, social sciences, education or related area is required.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • A first level degree or diploma from a police or military education institution in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in the design, development, delivery, and evaluation of online, blended, and in person training programmes in security management or a related area is required.

  • A minimum of one year of experience working in a multicultural and/or international work environment in a field mission or post-conflict environment outside home country is required.

  • A minimum of two years of experience in security risk management is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and fluency in French, Arabic or Spanish is desirable. Knowledge of another official United Nations Language is desirable.
