Department of Management Strategy, Policy and Compliance Office of Human Resources Senior Administrative Assistant Jobs in Kenya
This position is in the front office of the Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC).
The incumbent reports to the P-4 Administrative Officer (Coordination).
ALD oversees implementation of UN standards of conduct, provides strategic/legal advice on internal justice matters, represents the Secretary-General before the UN Dispute Tribunal, and supports managers in addressing conduct and discipline issues.
Responsibilities
Human Resources Management:
Coordinate and handle actions related to HR activities (recruitment, placement, promotion, relocation, performance appraisal, job classification, separation, training) ensuring consistency with UN rules and procedures
Liaise with central administration/executive services as required
Coordinate staff selection process, maintain files, and track status of job openings
Provide information and advice to staff/consultants on conditions of service, duties, responsibilities, and entitlements under Staff Rules and Regulations
Budget and Finance:
Provide expert assistance in preparation and development of ALD’s work programme and budget
Monitor budget/work programme regularly; suggest and implement reallocations of resources
Collect data from databases and prepare customized financial reports
Review, analyze, and assist in finalizing cost estimates and budget proposals
Assist managers in elaborating resource requirements for budget submissions
Monitor budget implementation/expenditures; recommend reallocations as necessary
Assist with requisitions for goods/services ensuring correct expenditure charges and fund availability
Monitor extra-budgetary resources, review agreements and cost plans for compliance
Assist in preparation of budget performance submissions and reports, analyzing variances
General Administration:
Provide guidance, training, and daily supervision to general service staff
Coordinate extensively and liaise frequently with ALD teams
Perform administrative duties (official travel, monitoring accounts, consultant payments, space planning, office technology needs and maintenance)
Contract Administration:
Prepare and process UN forms and permissions for ALD staff, including grounds passes and swipe-card access

Education
High school diploma or equivalent required
Work Experience
Minimum 10 years of experience in administrative services, finance, accounting, audit, HR, or related area required
Minimum reduced to 8 years for candidates with a first-level university degree or higher
At least 2 years of experience in recruitment at UN or similar international organization, including interviewing and candidate vetting required
Experience in results-based budgeting required
Experience in change management and implementation of new initiatives desirable
Experience in data analytics desirable
Languages
English required
French is a working language of the UN Secretariat
