Department of Management Strategy, Policy and Compliance Office of Human Resources Legal Officer Jobs in Kenya; The Legal Officer will serve in the Critical Incident Response Section (CIRS), Disciplinary Accountability Service (DAS), Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The role involves handling disciplinary accountability, critical incidents, and sexual exploitation and abuse cases, while providing legal advice and representation before UN tribunals.

Responsibilities

Legal Advisory & Case Management

  • Handle critical incidents and disciplinary accountability cases.

  • Provide legal advice on complex substantive and procedural matters.

  • Conduct legal research and prepare opinions, briefs, reports, and submissions.

  • Draft and review complex legal documents and modalities.

  • Advise on negotiations, settlements, and claims.

    Tribunal Representation & Policy Development

  • Represent the UN in disciplinary and administrative proceedings.

  • Advise on interpretation and application of staff regulations and rules.

  • Draft amendments to regulations, rules, and administrative issuances.

  • Contribute to design of new legal instruments and policies.

    Stakeholder Engagement & Coordination

  • Service conferences, committees, and expert groups.

  • Mentor junior officers and coordinate legal teams.

  • Promote UN standards of conduct and represent the organization externally.

    Competencies

  • Professionalism – Knowledge of international and criminal law, strong analytical and legal drafting skills, discretion, and judgment.

  • Communication
    – Clear written and oral communication, active listening, openness in sharing information.

  • Planning & Organizing – Goal setting, prioritization, risk management, efficient use of time and resources.

    Education

  • Advanced university degree (Master’s or equivalent) in Law (Mandatory).

  • First‑level degree with 2 additional years of experience acceptable.

    Experience

  • Minimum 7 years’ experience in administrative or employment law (Mandatory).

  • At least 2 years’ litigation experience, including leading witness evidence before courts/tribunals (Mandatory).

  • Experience handling disciplinary matters in national or international entities (Desirable).

  • Experience with UN Staff Regulations and Rules or similar international organization frameworks (Desirable).

    Languages

  • Fluency in English required.

  • French desirable.
