Department of Management Strategy, Policy and Compliance Office of Human Resources Legal Officer Jobs in Kenya; This position is located in the Nairobi office of the Appeals and Accountability Section, Administrative Law Division (ALD), Office of Human Resources, Department of Management Strategy, Policy and Compliance.
ALD implements UN standards of conduct for all categories of personnel across the UN Secretariat, provides strategic and legal advice on internal justice matters, and represents the Secretary-General before the UN Dispute Tribunal.
ALD handles disciplinary matters, coordinates efforts to prevent and respond to unsatisfactory conduct, and supports managers in addressing conduct and discipline issues.
Responsibilities
Represent the Secretary-General in written and oral proceedings before the UN Dispute Tribunal (UNDT)
Handle issues related to international, public, private, and administrative law, including interpretation and application of UN instruments
Conduct extensive legal research and analysis; prepare studies, briefs, reports, and correspondence
Review legal documents and instruments; identify important issues, similarities, and inconsistencies
Draft background papers, studies, reports, legislative texts, and commentaries
Prepare legal opinions/advice on a wide range of international public or private law issues
Assist in preparation of agreements and negotiation/settlement of claims and disputes in justice matters
Assess evidence for relevance and admissibility; prepare and assess briefs of evidence
Provide legal advice on human resources matters; review administrative issues
Perform other duties as assigned
Competencies
Professionalism:
Knowledge of law (preferably administrative and employment/labour law) and ability to apply legal principles in litigation
Knowledge of jurisprudence of UNDT, UN Appeals Tribunal, UN Administrative Tribunal, or comparable bodies
Ability to exercise sound judgment, handle confidential material
with discretion, and analyze complex legal issues under tight deadlines
Commitment to gender perspectives and equal participation of women and men
Communication:
Speaks and writes clearly and effectively; listens and responds appropriately; tailors language and style to audience; demonstrates openness in sharing information
Planning and Organizing:
Develops clear goals consistent with strategies; identifies priorities; allocates resources effectively; foresees risks; monitors and adjusts plans; uses time efficiently
Education
Advanced university degree (Master’s or equivalent) in law required
First-level degree in law with two additional years of relevant work experience may be accepted
Work Experience
Minimum 5 years of progressively responsible legal experience required
At least 2 years in litigation at national or international level, including leading witness evidence before a court/tribunal required
Experience in administrative and employment/labour law required
Experience with staff regulations, rules, policies, and procedures of the UN or similar international organization desirable
Languages
English required
French is a working language of the UN Secretariat
