Job Description

Position Responsibilities

• Support the implementation of key reforms that will facilitate the operationalization of the Ghana Wholesale Electricity Market

• Supervise the development of an Implementation Plan for the roll-out of the various components of the market subject to any conditions precedent relating various components of the market necessary for seamless roll-out of the GWEM. (e.g. Energy Market, AS Market, Capacity Market, Congestion Revenue Rights, transitional period etc.);

• Facilitate avenues for capacity building for Market Operations and other GRIDCo staff in readiness for market roll-out.

• Work with WAEP consultants to undertake specific activities required to operationalize the capacity and the energy markets.

• Coordinate with the Civil Society Specialist to build capacity of accountability actors on the wholesale electricity market

General Functions of the Position

The Employee shall perform the following general functions:

• Support the development and implementation of the Project’s Outcome 3 efforts on Ghana Programs.

• Effectively liaise with the Ghana technical teams, cross-cutting team and divisions of USAID on all aspects of the Project Work Plan implementation;

• Conduct all business in a manner that respects local culture;

• Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest;

• Abide by all local laws, USAID regulations, and US Embassy/USAID project directives, whether written or verbal; and

• Perform any and all tasks as may be assigned by the Chief of Party or his/her designee as may be required to contribute to the achievement of Project goals and objectives.

Qualifications

• Possess minimum of Bachelor’s degree and
Master’s degree in economics, engineering, finance, and any other related field, particularly in energy sector

• Minimum of 10 years of experience in energy transmission services, energy market, or related area 12-15 years preferred.

• Experience working in similar context in Ghana.

• Previous experience with donor agency programs desirable.

• Demonstrated experience operating in developing country environments, including conducting technical activities

• Strong organizational and interpersonal skills and ability to solve complex problems

• Ability to write, communicate, and prepare engagement materials fluently in English
