Job Description

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations.

Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the African Union is located in Addis Ababa, Ethiopia and employs 50 staff members. It comprises the Head of Delegation's office, Political, Press and Information Section, Cooperation Section, Finance, Contracts and Audit Section and Administration section.

The establishment of the Delegation in January 2008 was an important political statement by the EU: the recognition that the African Union and its Commission has become a strategic partner in EU relations with Africa.

We offer a post of Budget Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation within the Finance, Contracts and Audit section.

Upon recruitment, the successful candidate will occupy a specific job function as Budget Officer – this job function may be changed in accordance with the needs of the Delegation.

We offer a permanent contract in Function Group 1, in a dynamic and multi-cultural environment. Place of employment is Addis Ababa, Ethiopia at the Delegation of the European Union to the African Union premises. Normal working hours are 37.5 a week.

Starting basis gross salary is EUR 2,501.00 (paid in ETB). Final salary step will depend on number of years of relevant professional experience. Benefits, such as transportation allowance, additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.

Responsibilities and duties:

The Budget Officer will work under the direct supervision of the Head of Finance, Contracts and Audit Section which consists of 7 staff members.

The duties of the candidate will include, but are not limited to the following:

  • Assist with the legal and contractual aspects of the preparation of tenders and calls for proposals;
  • Financial and contractual initiation or verification of the contract proposals (verifying/checking conformity with the legal basis and with the European Commission procedures);
  • Follow-up execution and payments;
  • Verification of the eligibility of expenditures;
  • Provide advice on financial, legal and budgetary matters to the staff of the Operational Section of the Delegation;
  • Assist in the monitoring and financial reporting;
  • Analysis of audit reports and follow-up.

    Job Requirements

  • Medically fit to perform the required duties;
  • Enjoys civil rights and permits for employment under local law;
  • At
    least a Bachelor’s degree in relevant topics for the position; (e.g. finance, economics, accounting or similar);
  • Minimum 5 years working experience relevant to the job description;

  • Proficient in ICT (knowledge of the whole Microsoft Office Package) required.

    Following qualifications will be considered as an asset:

  • Relevant working experience with international organisations or NGOs dealing with development aid and projects;
  • Work experience in procurement, contractual, financial, audit management of EU external actions financed from EU Budget and EDF will be considered as an important advantage;

    The procedure:

    After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose.
