Conflict Management Assistant

Background

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Uganda, DRC assists the refugees from neighbouring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighbouring countries as well as to address the sustainable solutions for the refugees.

DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of a European Union Trust Fund (EUTF) project in the refugee settlements in West Nile (Rhino camps, Adjumani, Kiryandongo and Bidi-Bidi settlements).

Purpose

The Conflict Management Assistant is directly responsible for the operational implementation of all conflict management activities in the assigned target areas.

Key Responsibilities

Coordination / Representation

· Develop relationship with field level structures, authorities, community leaders and local actors as well as field level private and other stakeholders

· In coordination with the Conflict Management Officer attend and represent the interest of DRC in the areas of your responsibility

· Actively coordinate EUTF program livelihoods, ALP staff and with the field staff of other DRC sectors and other organizations

· Actively participate in assigned regular sector meetings and in-house coordination meetings.

· Act as primary link between the assigned target communities and DRC.

Project implementation and reporting

· Effectively implement the day to day activities according to plan and technical standards.

· Contribute in the development of projects through field experience and information sharing.

· Assist in meetings and trainings with stakeholders, local conflict management actors and project beneficiary target groups

· Facilitate the development of awareness raising campaign led by communities in assigned target communities for the EU Trust Fund projects.

· Organize youth events, beneficiary trainings and other conflict management activities.

· Monitor the implementation of the awareness raising campaign plan by the assigned target communities and support the communities to improve implementation.

· Actively take part in quality data collection and timely reporting.

· Actively mobilize beneficiaries to effectively and willingly participate in the project activities.

· Monitor and document DRC’s conflict management activities according to given formats, guidelines and timelines.

· Produce reports to contribute to the weekly, monthly and other reports

· Ensure the delivery of items and others services to beneficiaries.

· Any other tasks as may be assigned from time to time.

Staff development and management

· Supervise community level volunteers, and community participants.

· Provide technical and programmatic leadership for the community based structure in Yumbe operational area as needed.

· Conduct
daily field visits to support field staffs - mentoring - through technical back stopping and to train duty bearers.

· Uphold DRC’s code of conduct and principles of accountability

Logistics /Finance

· Support the Conflict Management Officer to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
· Plan and coordinate proactively logistics and movements of staff from and to different clusters.

· Follow up all DRC Procedures on Security, Finance, Logistics, HR and Administration.

· Actively take part in the facilitation of order requests

· Ensure effective use of resources in the field

Reporting Arrangements

The Conflict Management Assitant reports to the Conflict Management Officer.

Personal Specifications

Essential:

  • Degree law or equivalent social sciences with at least 1 year work experience in similar position.
  • Excellent knowledge in preparing major international donor reports.
  • Knowledge and experience of working with Echo, EU donors.
    Possess strong analytical and conceptual skills.
  • Fluent in written and spoken English and at least one local language.
  • Must be in possession of a valid motorcycle riding permit with at least one year of rough road riding experience.

  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels.
  • Proven computer literacy in Microsoft Word and Excel.
