Position Description

Title : Community Services Assistant

Background

DRC is an International non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees.

DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp

Purpose

The main purpose of this position is to support the quality, timely implementation of legal assistance project activities in compliance with DRC standards and budgets.

Coordination

  • Responsible to develop/strengthen relationships with agencies at the field level in close cooperation with the community services officer and the protection and community services coordination
  • Collaborate with the various functional units to take community development approach in their work
  • Responsible for representing DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed
  • Actively coordinate with the field staff of other DRC sectors and other organizations
  • Actively participate in the regular sector meetings and in house coordination meetings
  • Project development, implementation and reporting

  • Effectively implement the day to day activities according to plan and technical standards
  • Under the supervision of the community services officer, contribute to the writing of concept papers and proposal development in this thematic are
  • Support the community services focused assessment and ongoing risk analysis in order to design adequate projects
  • Contribute to the identification of any gaps with a view to generating ideas for future projects in this thematic area
  • Providing technical assistance and guidance to mainstream community mobilization –which comprises conflict management education- to all community based structures
  • Under the supervision of the community services officer, ensure that all the IEC approaches and tools are developed in synergy with the other DRC’s initiatives at the programme level
  • Contribute to daily quality implementation, monitoring and evaluation of community mobilization related projects in Adjumani
  • Make sure that all the designed interventions adhere to protection standards and principles as well as DRC guidelines and accountability standards
  • Contribute to the development of advocacy points based on
    assessment of situation and risks
  • In collaboration with the Adjumani community services officer, proactively contribute to quality and timely monthly, quarterly and annual reports
  • Any other tasks as may be assigned from time to time

    Staff development and management

  • Responsible to manage a team of outreach workers at the cluster level. Provide technical and programmatic leadership in this thematic area for DRC outreach workers and community based mechanisms in Adjumani operational area
  • Develop staff performance measurements and targets and appraise them based on the set targets
  • Conduct daily field visits to support field staff through technical back stopping and to train duty bearers.
  • Uphold DRC’s code of conduct and principles of accountability

    Logistics / finance

  • Plan and coordinate proactively logistics and movement of staff from and to different clusters
  • Support the community services officer to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups.
  • Follow-up all DRC / DDG procedures for security, Finance, Logistics, HR and Administration
  • Responsible for complying with donors and internal DRC reporting and accountability policy and procedures

    Personal Specifications

    Essential:

  • A University degree in Development studies, social sciences or other relevant fields
  • Minimum of two (2) years’ experience working with vulnerable communities, basic needs and distribution programming experience, and/or advocacy programmes.
  • Experience of managing and supervising staff.
  • Experience in community mobilisation and effective facilitation skills.
  • Experience of working with UN or Non‐Governmental organizations.
  • Fluency in Arabic is essential, while knowledge of Dinka and Maadi is desirable.
  • Good communication skills and ability to conduct training and awareness.
  • Understanding of gender, protection and human rights.
  • Computer skills.
  • Good organizational and people management skills.

    Preferable:

  • Knowledge of the local languages spoken in the operation area is an asset.
  • Familiarity with Monitoring & Evaluation for UN-funded projects desired.
