Country Director Uganda - Tanzania

The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement.

Background
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania and Yemen.
The EAY Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.

Purpose
DRC/DDG strives to be one of the absolute leading displacement focused INGOs in Uganda and Tanzania in terms of relevance, impact and quality. Current focus is both emergency programming to address critical needs resulting from the current conflict, as well as an increased pursuance for recovery programming, durable solutions and sustainable livelihood strategies for the displaced population while building better strategic, programmatic and operational coherence and synergy across the Uganda and Tanzania.

Key Responsibilities

Direct managerial oversight and support:
Ensure that the SMT and PMs have clear and realistic performance based management goals. Tasks include:
a) Direct line management of SMT, Consortium Managers, and country wide programme support team;
b) Support PMs to establish good management support for their teams;
c) Provide on-going support and coaching, and ensure that staff has the necessary capacity to fulfill their responsibilities.

Programme Strategy:
To develop and update the Uganda-Tanzania programme strategy, within DRC/DDG’s overall regional and global strategic frameworks. Tasks include:
a) Keeping abreast key conflict and displacement trends in the region impacting the two countries;
b) Identifying key developments and trends in refugee response in countries and position the organisation to best deal with these
c) Ensure that the key regional and global frameworks are contextualised and applied in the country program context and ensure that staff understand these,
d) Leading a consultative process for local strategy development,
e) Leading the Uganda and Tanzania annual programme portfolio analyses,
f) Playing a key role in fundraising and donor contract management.

Quality and Accountability:
To be responsible for ensuring that programmes comply with the organisational quality and accountability commitments. Tasks include:
a) Ensure that the Operations and Programme Handbooks are utilized throughout all offices,
b) Lead process of developing and updating the local Humanitarian Accountability Framework and Quality Management System,
c) Promote accountability concepts and practices.

Safety and Security:
To hold overall responsibility for ensuring that DRC’s Uganda-Tanzania programme is delivered in a safe and secure manner. Tasks include:
a) Working with DRC’s Regional Security Advisor and Uganda-Tanzania Programme safety officers to ensure that all EAY security management protocols and procedures are updated, made locally relevant and applied consistently,
b) To be overall responsible for ensuring security analyses is being done collectively and regularly,
c) Ensuring compliance with risk mitigation against corruption, fraud and diversion.

Representation, Coordination and Stakeholder management:
To ensure that DRC/DDG maintains excellent and productive relations with all key stakeholders, especially beneficiaries, local authorities, the humanitarian community and donors. Tasks include:
a) Representing DRC/DDG at relevant and senior forums/ meetings,
b) Ensuring other staff are appropriately representing DRC/DDG at relevant forums/ meetings,
c) Maintaining agreed profile of DRC/DDG at country level,
d) Conducting regular stakeholder analyses to ensure that DRC/DDG has good understanding of dynamics/ relationships,
e) Engaging in, and where effective, leading coordination processes amongst key stakeholders.

Advocacy and communication:
To lead the Uganda and Tanzania’s team’s advocacy in all DRC/DDG key messages.

Tasks include:
a) With Regional Office to prepare and implement an advocacy and communication strategy,
b) Guiding staff to advocate clearly, appropriately and strategically.

Financial accountability:
Ensure that the different programmes deliver financial accountability. Tasks include:
a) Playing an active and coordinating role in linking finance teams with the Regional finance teams, and financial management itself,
b) Ensuring that financial systems are followed by FOs and that financial reports submitted are accurate,
c) Ensuring the finance and programme teams have a productive engagement.

About you

You are an effective people manager and enjoy working with teams of committed staff to build collaboration and capacity within the Uganda and Tanzania programmes and building strong relationships with the regional team.

• Demonstrating integrity: You act in line with DRC’s vision and values and set a very clear standard for your country team members.

Moreover, we also expect the following:

Qualifications
Essential:

A Master’s degree in a relevant field
Five years management experience, as head or senior member of humanitarian or development programme/organisation

Experienced with conflict related displacement issues

Good communicator and proven diplomacy with all types of stakeholders

Proven commitment to accountable practices and knowledgeable of quality assurance systems

Hands on experience in managing staff in insecure locations and strong human resource management skills in general.

Experience of managing budgets and multiple donor contracts

Experience in donor contact, fundraising and networking.

Fluency in spoken and written English required;

Preferable:

Experienced with conflict related displacement issues

Experience related to conflict mitigation and armed violence reduction programming

Experience of humanitarian advocacy

Conditions

Availability: 1 December 2017

Duty station: Kampala with frequent travel to programme locations within Uganda and Tanzania

Duration: Two years with possibility of extension, subject to funding.

Contract: Level A6. This is a Family Duty post.
