Introduction

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.

DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

The organization has offices across the region, and has been operational in Ethiopia since 2009.

With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role:

The Risks and Compliance Coordinator will be a member of the Programme Management Unit, assisting the Chief of Party in ensuring the program is implemented in compliance with donor requirements in order to manage risk.

S/he will ensure the internal controls are robust enough to minimize risk and promote program quality and will be the focal person for all partners in the programme.

Responsibilities and Tasks

Compliance

  • Ensure partner due diligence is completed in timely manner; lead administration of due diligence follow-up for all programme partners.
  • Develop guidance documentation on relevant DFID policies and guidelines to ensure up to date, and accurate understanding of key compliance issues by DRC team members and program partners.
  • Respond to queries by program partners on compliance to applicable regulations, including the Ethiopia Migration Program Operations Manual.
  • Develop and implement a compliance monitoring system to ensure all offices and program partners are following DRC and donor policies and procedures.
  • Carry out quarterly reviews to ensure that DRC and the program partners adhere to policies and procedures; this includes but is not limited to finance, logistics, administration and human resources; this involves financial and non-financial transactions and documents reviews and feedback to line managers for action.
  • Develop a training and capacity building plan on risk and donor compliance for all programme partners and conduct trainings for compliance, providing trainings on specific areas of concern as needed.
  • Maintain a program partner tracking file to monitor reporting status, disbursement status, and other key deadlines.
  • Develop and implement an archiving monitoring tool to guarantee project documentation is secure
  • Conduct regular field trips to provide technical support and guidance to the project sub-contractors on key risk and compliance issues.

    Risk Management

  • Review contract performance indicator data from all partners, monitoring progress, and
    escalating risks to the Chief of Party.
  • Serve as the main focal point for risks management for the program, update of the Risk Matrix and Issues Log on a monthly basis, and follow-up on corrective actions as required.
  • Develop an implementation plan for agreed mitigation measures relating to financial and contractual risks to the program, and ensure effective reporting of risks, mitigation measures, and changes in risk rating to the Chief of Party.
  • Conduct Compliance Self Checks and develop recommendations and action points to improve identified gaps, providing tailored training packages for area of concern as required
  • Follow up on audit recommendations
    Work closely with Head of Support Services to provide effective support in Counter Fraud measures to address Fraud Risk

    Job Requirements

    Experience and Technical Competencies

  • Minimum 5 years proven progressive experience in finance or compliance related positions (internal audit functions are a plus)
  • Minimum 3 years’ experience working for INGOs
  • Proven experience in working with financial management of projects funded by humanitarian donors, especially DFID
  • Solid, demonstrable knowledge and understanding of financial compliance and procedures, especially on DFID commercial contracts
  • Strong interpersonal and communication skills and the ability to work under pressure
  • Excellent skills in the use of computers (MS Word, Excel, Power Point);

    Education:

  • Master’s or Bachelor’s Degree in financial management, business administration or related field

    Language:

  • Amharic - fluent

  • English – fluent
