Danish Refugee Council Regional Conflict Analysis Coordinator Uganda Jobs

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania and Yemen. The EAY Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.


DRC/DDG is committed to improving its programming and advocacy work through more and better use of conflict analysis. The purpose of the role of Regional Conflict Analysis Coordinator (RCAC) is to support DRC/DDG regional and country Programmes identify conflict analysis needs, design and implement conflict analyses and make use of conflict analysis to ensure conflict sensitivity, stronger strategic relevance of DRC/DDG projects/Programmes and strengthen DRC/DDG’s advocacy efforts

Responsibilities:

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Conflict Analysis and Conflict Sensitivity

  • Support country Programmes design and implement conflict analysis and conflict sensitivity analysis.
  • Support country Programmes mainstream conflict sensitivity.
  • Support country Programmes in the recruitment and management of consultants that may carry out conflict analyses, and provide overall quality assurance.
  • When appropriate, carry out conflict analyses, through both desk and field-based research in areas of operation across east Africa and Yemen
  • Work with the DDG Regional Technical Manager / Global Conflict Analysis Advisor to develop generic conflict analysis and conflict sensitivity process descriptions, work plans, budgets and other relevant tools for conflict analysis and conflict sensitivity with a view to strengthen institutionalization of conflict analysis and conflict sensitivity in DRC EAY region.

    Programme development and capacity building

  • Support Programme development based on conflict analysis through facilitation/contribution to Theory of Change development processes.
  • Ensure quality and coherence of the Conflict Management activities through provision of technical support to DRC/DDG country Programmes.
  • Lead / support the project design processes focused on conflict management interventions.
  • Ensure complementarity with other DRC/DDG projects and initiatives.
  • Provide technical support on conflict management to country Programmes (e.g. trainings, local dialogue processes, etc.)
  • Build capacity of DRC/DDG staff on conflict analysis and conflict sensitivity, theory of change development and conflict management through training and coaching.
  • Support policy engagement around security in borderlands and other regional advocacy priorities.

    Fundraising and communications

  • Disseminate and present results of conflict analysis in varied ways to enhance use in reports and in decision making.
  • Support the DDG RTM in resource mobilization efforts including through technical liaison and engagement with donors, stakeholders and technical working groups, forums etc.
  • Develop and maintain up to date database of conflict analysts / researchers, research organizations with description of area expertise and contact details.
  • Coordinate with other actors and stakeholders both at a country specific level and
    regional level to ensure that DRC/DDG
  • Programmes and approaches are well linked into other related initiatives.
  • Ensure documentation and consolidation of success stories, which can be communicated externally.

    Experience and technical competencies:

  • Proven experience in research and analysis in relevant fields as well as experience in linking strong analytical evidence with operational implementation.
  • University Degree, preferably Master’s or PhD, in Conflict/Security issues, applied anthropology, International Development, International Relations or other relevant subject
  • Experience of developing and implementing conflict management, social cohesion, peacebuilding programmes, preferably with IOs or INGOs.
  • Extensive experience of working in conflict affected areas; experience in eastern Africa is an advantage.
  • Demonstrable experience in translating research and evidence into practice and policy influence to ensure uptake.
  • Strong analytical and writing skills (English) with proven experience in producing high quality research and policy briefs with ability to present complex information in a simple and accessible manner
  • Strong knowledge of the socio-economic and political dynamics of the East and Horn of Africa; more specifically on displacement, with a demonstrated ability to manage politically sensitive contexts
  • Excellent and updated knowledge of conflict analysis and conflict management agenda
  • Demonstrable skills with the design and facilitation of trainings and workshops.
  • Demonstrable abilities in problem solving as well as taking a flexible and innovative approach to working.
  • Experience in staff mentoring, coaching and/or training.
  • Demonstrable ability to work independently as part of a small team and to form close working relationships with colleagues from a diverse range of backgrounds.
  • Highly motivated and hard working with strong attention to detail
  • High degree of computer literacy
