Introduction

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role

The Protection Team Leader will be responsible for leading protection focused program activities in Mai Ayni and Adi Haroush Refugee Camps, and will be based in Mai Tsebri, Tigray Region.

The Protection Team Leader will be responsible for the day-to-day technical supervision and line management of some staff in the field location and will work closely with the Program Manager based in Shire to ensure effective, relevant and holistic programming.

The role will also require contributions to project cycle management, proposal development, reporting and program strategy.

Responsibilities and Tasks

Technical Support:

  • Ensure high quality day-to-day technical management and implementation of program activities with adherence to best practice protections standards, including the identification of protection risks and vulnerabilities.
  • Contribute to the design and implementation relevant and responsive, rights-based activities. Activities will emphasize protection-related refugee and hosting community outreach and engagement, with a particular emphasis on access to justice, education, information and services.
  • With support from MEAL staff, implement MEAL systems, contributing to needs assessments and ensuring adequate monitoring, documentation and reporting of activities against relevant indicators.
  • Maintain accurate and comprehensive files of activities, outputs, materials, and other relevant documentation.

    General Management Support

  • Manage Program Officers and Protection Assistants, supporting respectful and positive working relationships for the effective implementation of DRC’s activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Plan and oversee staff activities, producing work and activity plans, and coordinating inputs from DRC’s supporting units, particularly supply chain and finance.
  • With guidance from Program Manager and support teams, contribute to budget and procurement planning and management.
  • Ensure objectives for program staff are set and that evaluations and performance reviews are conducted on
    a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.
  • Develop and maintain good working relationships with key stakeholders, and represent DRC by actively participating in coordination meetings, working groups and any other meetings as requested.

    Reporting:

  • Provide inputs to regular internal and donor reporting on relevant activities and contextual developments affecting implementation.
  • Provide ongoing general monitoring of the operating context to ensure relevance and accountability to DRC's beneficiary populations.

    Job Requirements

  • Experience and technical competencies: (include years of experience)

  • Minimum 4 years of experience with 2 years in mid-level to senior position, with experience in the field of humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant ministry or local authority.
  • Experience working with displaced and/or conflict affected populations, such as refugees or IDP, with a focus on protection.
  • Strong planning, problem solving, analytical and writing skills, with the ability to use planning tools appropriately, and produce well-written documents for internal and external use.
  • Integrity, strong work ethic, and ability to consistently meet deadlines.

    Education:

  • Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.

    Language:

  • Excellent verbal and written proficiency in English. Knowledge of Amharic and Tigrigna.
