Overall purpose of the role:

The Protection monitoring specialist will technically lead and oversee the protection monitoring activities to be implemented in multiple locations across Ethiopia & Djibouti program.

The position is required to have significant experience designing and implementing as well as developing tools and systems for protection monitoring activities.

In particular, the Protection monitoring specialist will play a key role in providing hands-on, field-based technical guidance and capacity building to DRC’s Protection monitoring teams.

The position will collaborate closely with DRC’s Addis Ababa-based Protection Manager, as well as field level protection managers to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools.

Responsibilities

Coordination

Participate in coordination fora at a regional level representing DRC protection program as needed.

Programming:

  • Provide Technical oversight of all Protection monitoring activities in Ethiopia & Djibouti programming in compliance with core protection principles and DRC guidelines
  • Lead in the design and contextualization of all monitoring tools and guidelines according to international standards and best practices, ensuring technical rigor and the consistent application of DRC’s protection approaches, methods and tools.
  • Promote improved understanding of protection issues among relevant stakeholders and ensure the observance of international protection and humanitarian law standards. To achieve this, and in line with DRC’s anticipated protection activities to be implemented over the course of 2019, the Protection Monitoring Specialist will play a key role in developing and facilitating trainings and mentoring the DRC Protection monitoring teams.
  • Ensure that ethical and statistically-sound data collection and protection-related information management systems are in place and used for analysis, planning, evaluation, and advocacy.
  • Technically lead protection needs assessments as needed, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
  • Collaborate closely with DRC’s Addis Ababa-based Protection Manager and PIM officer to ensure technical rigor and the consistent application of DRC’s protection approaches, methods and tools
  • Contribute to the strategic direction of Ethiopia’s protection programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Ensure the timely and quality delivery of all protection-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations.
  • Collaborate with the Area Managers and Protection Manager to ensure field-based protection records and documentation are properly managed and compliant with DRC requirements and best practices.
  • Support staff to integrate protection concerns and awareness in other sectors.

    Human Resources:

  • Support recruitment processes for
    the protection monitoring teams, and ensure that relevant staffing structures are in place and are reflective of appropriate gender balance.
  • Promote professional development by identifying training and capacity building opportunities and ensure protection staff are well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

    Safety and Security:

  • Support the Area Manager in ensuring the responsibility for staff safety in the area of operation.
  • Support the Area Manager in ensuring that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner.

    Reporting

    The Protection Specialist will report to the Protection Manager

    Qualifications

  • Minimum Bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
  • Minimum of 5 years of experience in protection, with a minimum of 2 years in protection monitoring working for an international NGO or UN agency.
  • Proven experience designing and implementing emergency protection interventions, preferably in IDP settings
  • Proven experience in conducting trainings and mentoring of Protection staff
  • Excellent verbal, written and analytical skills in English.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
  • Experience working in cross-cultural, multi-sector and remote environments.
  • Flexibility and adaptability to a rapidly changing operational environment

    Languages

  • Excellent verbal and written proficiency in English.

    Conditions

    Availability: March 2019

    Duty station: Addis Ababa, Ethiopia.

    Contract: 6 months contract. The position is graded as employment band G. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates available at www.drc.ngo under Vacancies.
