We are looking for a highly qualified, experienced and self-motivated Protection Project Manager, who will lead in technical assistance and overall project management for GAC-funded consortium in Jonglei and Greater Pibor Administrative Area (GPAA).

The Protection Project Manager will, among other tasks, provide capacity building and technical assistance on protection and GBV activities, ensure programme quality and maintain regular coordination with consortium members. This position is a Roving position with 60% field travel, and 40 % Juba-level project coordination.

DRC has been operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations.

Danish Refugee Council’s main program objectives (2018-onwards) in South Sudan are:

  • To reduce displacement-related risks, support and facilitate solutions

  • To promote peaceful, inclusive and resilient societies and address root causes to displacement

    DRC primarily operates across Upper Nile and Unity states, Jonglei states & Pibor Administrative Area, which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance.

    DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, Wau, Magwi and Ajuongthok in Unity state, supported by a country-office in Juba.

    Purpose of the role

    Overall purpose of the role:

    The Protection Project Manager will lead in technical assistance and overall project management for a GAC-funded consortium in Jonglei and Greater Pibor Administrative Area (GPAA).

    The Protection Project Manager will, among other tasks, provide capacity building and technical assistance on protection and GBV activities, ensure programme quality and maintain regular coordination with consortium members. This position is a Roving position with 60% field travel, and 40 % Juba-level coordination of project.

    Responsibilities:

    Technical Support

  • Provide specialist technical support on GBV prevention & response, protection and GBV mainstreaming to partner(s) for implementation of planned activities as per project

  • Develop capacity building plan with partner for implementation of GBV-related components of the project Support with implementation of SASA! Together and Girl Shine curriculum in targeted project locations

  • Ensure support to strengthening of existing GBV referral pathways, and build stakeholders’ capacity and awareness on usage of pathways

  • Produce high quality protection information products (monitoring reports, snapshots, briefings) on the existing protection concerns and engage in advocacy on findings as required at state and national level

  • Ensure synergy between interventions under the consortium and other sectoral activities in the project locations

  • Provide regular capacity building support to protection staff with a focus on building capacity and supporting quality protection work

  • Contribute to integrated programming approach for GBV, CP and peacebuilding components of the project

    Project Management

  • Ensure strong coordination with grants unit on management of the grant including reporting, donor compliance, partner management and budgetary oversight

  • Manage overall budget for the project including liaising with finance and grants on progress on all budget lines

  • Prepare any necessary project procurement plans, raise materials/services requisitions and follow up with the respective support departments.

  • Coordinate timely and quality reporting between partners and DRC, and work closely with grants to finalize overall consortium reporting to donor.

  • Contribute to and support effective monitoring, evaluation, and learning processes and initiatives, and ensure effective data and information management and contribute to regular reporting on project activities

  • Work with MEAL teams to ensure timely
    tracking of project progress through monthly indicator tracking table

  • Contribute to budget follow-up meetings (BFUs) internally on monthly basis

  • Organize budget follow-up meetings with partners on bi-monthly basis to ensure steady burn-rates and flagging of challenges

  • Prepare all necessary documentation for each activity including travel request, field trip reports, activity reports and reconciliation of any expenses spent during each trip

    Coordination and engagement:

  • Maintain day-to-day communication with consortium partner focal points

  • Proactively engage with national and state-level protection cluster (and relevant AoRs) as well as other coordination mechanisms as appropriate; this includes sharing information on protection concerns, principled advocacy, preparing updates for the cluster, and actively participating in the humanitarian response planning with the cluster.

  • Build - together with consortium partner - relationships with community leaders, civil society organizations, and other relevant actors to enhance community-driven approaches

  • Lead coordination - together with consortium partners- to other relevant partners, government authorities and key stakeholders

  • Contribute to regular donor engagement and provide updates and/or targeted advocacy points

    Experience and technical competencies: (include years of experience)

  • At least five years’ protection project management experience of which at least 3 years should be at an international level in a conflict affected context

  • Proven technical knowledge of protection and specifically GBV prevention and response

  • Demonstrated experience in community-based protection and implementing SASA! and Girl Shine programs

  • Demonstrated understandings of CAAFAG prevention work and peace building (desirable)

  • Proven knowledge of project cycle management and experience in proposal and budget development and project implementation (including budget management);

  • Understanding of and experience in engaging the cluster system in IDP contexts

  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;

  • Excellent interpersonal skills and cross-cultural communication;

  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;

  • Experience delivering programs to tight deadlines;

  • Good computer and IT skills and strong communication and writing skills;

  • Fluency in written and spoken English language;

  • Ability and willingness to work in remote and isolated location with limited access to services and changing security scenarios;

    Education:

  • A degree in political/social sciences, law, development studies, social work, international development or equivalent work experience;
