Introduction

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

The organization has offices across the region and has been operational in Ethiopia since 2009.

With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role:

The Protection Manager will manage and technically oversee DRC’s protection projects in Tigray region, which includes rapid protection assessments and protection monitoring, information dissemination and awareness, GBV prevention and response (including case management), individual protection assistance, and community-based protection and social cohesion activities, including targeting youth.

S/he will plan and oversee the implementation of all protection activities, including technical guidance to the expanding protection team, ensuring adaptability to the operational context, and strong capacity-building elements. S/he contribute to the development and design of new/additional interventions with agreement of the Head of Program and Country Protection Manager.

Additionally, the Protection Manager will take a leading role in building the Protection response in Tigray, including through co-leading the Tigray Protection Cluster in close collaboration with UNHCR.

Approximately 25% of this positions’ time will therefore be dedicated to Cluster co-leadership at the Tigray level, as well as leading DRC’s growing Protection response in Tigray.

This position may also be deployed to support mobile protection responses in other areas of northern Ethiopia, including Afar and Amhara, as and when additional surge support capacity is required.

Responsibilities

Coordination:

  • Share relevant project information with external stakeholders as necessary and required

  • Participate in relevant coordination meetings to ensure DRC Tigray Protection representation, complimentary and coordinated programming and consistent messaging

    Technical support:

  • Lead the implementation of the protection deliverables in line with international best practices and detailed implementation plans in order to ensure successful delivery of results.

  • Support the updating and review of the Ethiopia protection strategy and drafting of protection related advocacy products, concept notes and project proposals, in coordination with, and technical supervision of the Head of Programs and Country Office level Protection Manager.

  • Ensure implementation of protection mainstreaming/integration guidance for other technical teams (WASH, social cohesion, Emergency Shelter, etc)

  • Provide technical oversight of all protection activities including assessment, service mapping, monitoring, information provision, community-based activities in compliance with core protection principles and DRC guidelines

  • Contribute to the contextualization of protection tools and guidelines according to international standards and best practices.

  • Technically lead protection needs assessments, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age, and diversity.

  • Support monthly protection analysis, including monthly protection monitoring reports, thematic and/or flash protection reports, and protection briefings, and submit the products to the area manager and the protection manager in Addis.

  • Follow-up on the team protection capacity building needs, develop and facilitate training and workshops for staff, beneficiaries, and other stakeholders as needed

  • Promote improved understanding of protection issues among relevant stakeholders

  • Contribute to the strategic direction of Ethiopia’s protection programming through active and ongoing participation in and contribution to strategic planning meetings and the development of strategic documents.

    Project management

  • Support implementation and ensure adherence to grant work plans, spending and procurement plans, and monitoring and evaluation plans.

  • Contribute to program
    and monitoring tools in collaboration with the MEAL coordinator

  • Compile and submit weekly /monthly progress reports to provide consistent updates for effective implementation

  • Provide budget monitoring and expenditure support for the protection activities

  • Collaborate with the Area Manager, MEAL and PIM team to ensure field-based protection records and documentation are properly managed and compliant with DRC requirements and best practices

  • Ensure that the protection team collaborates closely with other DRC sectoral teams to strengthen integrated programming

    Human Resources:

  • Accountable for people management of direct reports, generally at least two employees, this includes hiring, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.

  • Support recruitment processes for the protection team and ensure relevant staffing structures are in place and are gender balanced.

  • Promote professional development by identifying training and capacity building opportunities and ensure protection staff is well versed in core protection concepts, DRC's code of conduct, accountability, respectful dialogue with the IDP population and prevention of sexual exploitation and abuse.

  • Provide on the job training, adapt training/coaching to specific staff needs and provide continuous technical guidance

  • Ensure that psychosocial and other support is made available to team members, in light of challenging operating environment.

    Reporting and accountability

  • Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly concerning a professional standard and the code of conduct

  • Undertake quality control and site monitoring to ensure that services provided are according to best practice standards.

  • Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests ensuring that critical analysis of protection programming is captured and reflects accurate implementation status.

    Experience and technical competencies:

  • Minimum years of 5 experience in a mid-level position, in the field of humanitarian protection for an international NGO, UN agency or relevant ministry or local authority.

  • Prior experience in emergency response to conflict and forced displacement contexts is required

  • Experience with design and implementation of protection interventions, including general protection and specialized protection services

  • Excellent writing and editing skills for external audiences (including governments and donors)

  • Proven commitment to accountability and quality assurance.

  • Excellent analytical skills.

  • Experience with capacity building and organizing and facilitating training and workshops.

  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.

  • Experience working in cross-cultural, multi-sector, insecure, and remote environments.

  • Ability to work well under pressure and in adverse conditions.

  • Commitment to learning and implementing organizational policies and procedures.

  • Full proficiency in Microsoft Office.

    Education:

  • Minimum Bachelor's degree in social sciences, law, social work, international development, or another relevant field from a recognized institution.

    Language:

  • Full professional proficiency (Read, write, speak) in English
