Job Description

Introduction

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.

DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

The organization has offices across the region, and has been operational in Ethiopia since 2009.

With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role:

With guidance from the Technical Programme Manager, the Protection and Migration Coordinator will work as a member of the Programme Management Unit to mainstream migrant protection into programme design and implementation across multiple partners, and field locations.

Responsibilities and Tasks

  • With guidance from the Technical Programme Manager, work closely with the broader technical unit to support the design and implementation of relevant and responsive, rights-based activities.
  • Participate in the development of minimum standards for migrant protection and provide technical support for the implementation of agreed upon programme standards.
  • Facilitate the mainstreaming of migrant protection across programme activities with special focus on guidance on the provision of assistance for vulnerable migrants, such as victims of trafficking, unaccompanied migrants, migrants with psycho-social and/or physical health concerns and other needs.
  • Provide high quality day-to-day technical advice on activities targeting migrants and ensure strict adherence with international best practice protection standards, including the identification of protection risks and vulnerabilities with acute awareness of issues related to gender, age and diversity.
  • With guidance from the Technical Programme Manager, work with the MEAL team and to design and roll-out M&E tools and processes to measure program quality and impact and supervise the effective collection, management and consolidation of program-related data to ensure accurate and timely reporting.
  • Support monitoring of protection services provided by the programme, ensuring these comply with agreed upon standards across partners, identify gaps and provide technical support and recommendations to improve quality.
  • Support the development of high quality implementation work plans as well as related
    inputs to activity budgets and narrative reports through attentive technical review of key documents.
  • Support managers to assess implementation teams’ skills and knowledge related to protection; with guidance from the Technical Programme Manager, prepare a capacity building plan and provide ongoing trainings and technical support to implementing teams.
  • Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the thematic area covered.
  • Develop policy and advocacy briefs (or related material) based on technical learning from projects, and the development of best practices.
  • Proactively participate in relevant technical coordination meetings and working groups, liaising with government, UN agencies, NGOs, and donors within all relevant sectors as needed.

    Job Requirements

    Experience and Technical Competencies

  • Minimum 5 years proven progressive experience working in humanitarian or development related fields
  • Minimum 3 years’ experience working on protection issues of migrants and displaced persons for INGOs
  • Solid knowledge and understanding of protection issues faced by migrants and the displaced in Ethiopia
  • Strong interpersonal and communication skills

    Education:

  • Master’s or Bachelor’s Degree in Law, Development Studies or related field

    Language:

  • Amharic - fluent
  • English – fluent
