About DRC

DRC began operating in Kenya in 2005 with assistance to refugees and displacement-affected communities via implementation of protection and livelihoods activities.

DRC works in Dadaab and Kakuma refugee camps, as well as in Nairobi and Mombasa to assist urban-based refugees, and in Mandera County implementing a 3-year cross-border resilience programme.

In Kakuma, DRC’s programme supports refugee youth and adolescents with life skills, resilience, training and scholarships alongside livelihood and vocational skills development.

DRC has recently acquired implementing partner status of UNHCR and will be implementing protection related activities in Kalobeyei camp – which is a new camp opened near the Kakuma refugee camp.

Overall purpose of the role:

  • To support the Kenya country programme in managing safety risks through the implementation of DRC’s SRMS in Nairobi, Kakuma, Lodwar and Mombasa.
  • This will include safety assessments, training, and both introducing and maintaining sound safety management structures to address the safety challenges facing DRC programming in Ethiopia.

    Main responsibilities & Tasks:

  • The Kenya local safety assistant (LSA) will be responsible for the implementation of the DRC safety risk management system (SRMS) in Nairobi, Kakuma, Lodwar and Mombasa.
  • This will be done in close cooperation with the senior management team, relevant area managers, and the regional safety coordinator.
    The specific tasks will include but not limited to:

  • Assess safety risks for DRC programmes in Nairobi, Kakuma, Lodwar and Mombasa, to facilitate programme delivery.
  • Facilitate the implementation of the SRMS, including undertaking minimum operating safety standards (MOSS) and safely level system (SLS) audits. Safety improvement plans (SIPs) will be drafted and followed.
  • Maintain current safety risk assessments (SRAs) for Nairobi, Kakuma, Lodwar and Mombasa.
  • Assessments will be undertaken as described in the DRC global safety policy.
  • Assist in developing and updating the local safety rules (LSRs), standard operating procedures (SOPs), and critical incident management plans (CIMPs).
  • Maintain relevant safety documentation, such as SOPs, LSRs, pre-arrival briefings and CIMPs, plus records of safety incidents and training registers. The online safety level system will be kept accurate for all program sites.
  • Provide briefings to staff on arrival to Nairobi, and ensure that similar briefings are undertaken at the other programme locations.
  • Manage DRC’s SMS alert system, and ensure that staff can be quickly accounted for in the event of a critical incident or crisis.
  • Provide safety training to DRC staff in the four sites.
  • Be the focal point for follow up with the authorities for incidents.
  • Facilitate programme access and continuity through the provision of dependable advice, regular sit-reps, and
    safety advisories, as needed.
  • Provide a high-quality oral briefing on a weekly basis to staff.
  • Any other duties as directed by the country director or regional safety coordinator, such as hotel assessments, housing assessments, road assessments, etc…

    About you

  • To be successful in this role, we expect you to be positive, mature, hard working and with NGO experience.
  • You have good interpersonal skills and enjoy working with teams of committed staff to build collaboration and capacity in support of country operations.

    Experience and technical competencies:

  • Minimum two years spent with a humanitarian/development actor.
  • Background in safety and security training is desirable.
  • Strong analytical and writing skills.
  • Stable and robust character with excellent interpersonal, communication and teamwork skills.
  • Ability to train and convey information to non-safety personnel.
  • Strong initiative and self-motivated, with a commitment to humanitarian principles.

    Conditions:

  • Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s terms of employment.
