The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997.



DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.


The organization has offices across the region, and has been operational in Ethiopia since 2009.


With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.


The Team Leader- Emergency Project Manager will be in charge of coordinating the mobile emergency team in West Guji.


He / She will work with clusters, inter - clusters and partner organizations to identify potential locations for deployment balancing access, needs and logistical support.


He / She will supervise the Emergency team and be overall responsible for the emergency interventions and project cycle.


The Danish Refugee Council (DRC) plans to implement a youth engagement and communications program in the Tigray Region within refugee camps hosting Eritrean Refugees.


The project aims to engage refugee youth in the creation and dissemination of audio content within the camp context.


As part of this project, DRC seeks a Senior Program Officer with extensive audio and media production experience to play a lead role in developing and implementing a creative and dynamic refugee camp-based radio program on issues relevant to the Eritrean refugee community.


The role will involve research, training, audio production and post-production, and contributing towards the sustainable development of the program.


Responsibilities

  • Working closely with media consultants and DRC’s Protection team to design and implement participatory research activities to increase knowledge about media consumption and communication patterns of Eritrean refugees in Ethiopia.
  • This includes input into research methodologies and tools; administration of research tools and collection of data; data analysis and report writing.
  • Working closely with media consultants and DRC’s Protection team to design and develop content for audio production training manuals for youth in a refugee camp context.
  • Taking the lead in training and mentoring refugee youth, in conjunction with media consultants, to use basic audio production equipment and apply editorial values and principles.
  • Ensuring high quality day-to-day technical management of 3 Production Assistants and refugee outreach workers to ensure strict adherence with best practice in professional journalism standards and do no harm principles, with acute awareness of issues related to gender, age and diversity.
  • Similarly, support respectful and positive working relationships which allow for the effective implementation
    of all relevant activities – to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Collaborate with the logistics and procurement department in developing comprehensive procurement plans and requests related to audio production and locally-held trainings.
  • Lead reporting on production and training activities for both internal and donor purposes. This may include providing weekly and monthly reports and developing internal reporting formats for easy use by the production team.
  • Prepare appropriate tools to evaluate learning of participants in trainings, and ensure that feedback and lessons learnt are well documented.
  • Further, ensure that project documents are appropriately logged and filed.
  • Establish rapport and build positive relationships with refugee communities and forge strong professional relationships with community leaders, representatives from ARRA and UNHCR and partners.
  • With guidance from Area Manager, attend meetings at the site level, including in coordination fora, with other agencies and for issues related to areas of implementation.

    Personal Specifications

    Required

  • Experience and technical competencies: (include years of experience)
  • Experience and technical competencies:
    Five years of experience working in audio and media production and post-production.
  • Prior experience working with various stakeholders including government and non-government stakeholders and communities, as a producer of content.
  • Prior experience as a trainer, including development of relevant training materials.
  • Solid understanding and knowledge of a wide variety of training methods and (visual) aids to conduct participatory trainings.
  • Excellent presentation, communication and interpersonal skills to work effectively and harmoniously with people from different backgrounds.
  • Demonstrated professional experience of working directly on relevant issues, such as humanitarian and development themes, public interest topics.
  • Education: (include certificates, licenses etc.)
  • Minimum of Bachelor’s Degree or above in Journalism, Communications, or a relevant related field.
  • Languages: (indicate fluency level)
    Excellent Tigrigna and English language skills both spoken and written.
