    DRC has been operating in Ethiopia since 2009, supporting various refugee populations and host communities and has also working on mixed migration issues in the country.

    DRC began its operations in Djibouti in April 2015 in order to respond to the growing refugee needs in the country as well as to the mixed migration flows from the Horn of Africa – particularly from Ethiopia and Somalia.

    Purpose of the Consultancy

  • DRC Ethiopia seeks to build a roster of consultants for proposal development; the assignment would range from specific writing responsibilities to overall leadership of the proposal development and therefore may include the following tasks:
  • Develop proposal development schedule and coordinate the process with relevant program, finance, compliance and operations team members from the lead and (if applicable) consortium team members
  • Conduct design workshop to provide an overall understanding of the proposal requirements and reach collective agreement on the context, donor needs and winning solutions, including program activities, staffing and governance structure.
  • Conduct secondary research and, if required, primary research on the relevant topic to inform program design and proposal development
  • Write and compile a comprehensive bid, fulfilling all requirements as indicated in the terms of reference, including concept note (if applicable), technical and financial proposal and all other required documents.

    Deliverables

  • The consultant would be expected to provide the following deliverables:
  • Proposal development schedule, including timeline and responsibilities, allowing for
    time for reviews and approvals
  • Summaries and action items from the design workshop
  • Final comprehensive proposal package for submission to the donor

    Lines of Communication

  • The consultant will report to the Head of Programs on overall and programmatic issues and receive technical guidance from the Head of Support Services on operational and finance matters.
  • The consultant will work directly with program and consortium members (if applicable) as designated by the Head of Programs.

    Qualifications and Experience

  • Advanced university degree in international development, refugees/migration or a related field.
  • Minimum 5 years of experience in the design, execution, and/or management of programs related to refugees, resilience, economic development, livelihoods, with strong familiarity in systems and resilience approaches.
  • Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including log-frames and budgets.
  • Advantage: experience in the evaluation of proposals from institutional donors
  • Ability to coordinate a design process and work effectively with diverse groups from different organizations.
  • Ability to work remotely and independently
    Flexibility to adapt to any subsequent changes in the terms of reference.
  • Willing and able to travel to the field to conduct assessments and gather primary data.
  • Excellent English speaking/writing skills required; prior experience of facilitating multi-stakeholders workshops and dialogues.
