Job Description

Background

The Danish Refugee Council (DRC), Save the Children International (SCI), International Rescue Committee (IRC), and Organization for Welfare and Development in Action (OWDA) in consortium have begun implementation of a Regional Development and Protection Program (RDPP) with financial support from the European Union in Fafan zone of Somali region particularly in Kebribayah, Awbarre and Sheder refugee camps and their respective host communities.

The overall objective of the RDPP is to ‘create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities’ in Somali Regional State.

The program includes engagement in education, water, energy, livelihoods, protection and coordination.

Overall, it envisions to achieve improved social cohesion, enhanced livelihoods and employment opportunities, improved protection of vulnerable groups and strengthened capacities of local stakeholders and coordination platforms to cooperate in developing an integrated approach for refugees, host communities and mixed migration flows.

DRC is expected to conduct a study on onward movement, and associated protection risks, in the target area, Fafan Zone.

This study aims to contribute to a better understanding of the local context in relation to migration, its impact on the refugee and host communities and will inform the consortium’s engagement with local government on local economic development (LED) planning as well as with humanitarian and other development programming, aiming to encourage integrated programming for refugees and host communities.

Context

In December 2017, DRC conducted the field work for the above mentioned study in refugee camps and hosting communities in Fafan Zone of Somali Regional State, undertaking the design and roll out of surveys through trained enumerators, collecting 479 individual surveys, 22 qualitative interviews, 13 Focus Group Discussions among a diversity of community members.

The data collection was conducted using mixed methods –qualitative and quantitative data to address the topic and main questions raised. Following a preliminary desk review relevant to each topic, qualitative and quantitative data tools were administered to the sampled population and groups.

While the above activities have been carried out, the consultant is expected to complete data analysis and report writing to complete the assessment.

Objectives

Scope of Work

The consultant is expected to produce a report, which is expected to include an executive summary, background supported with a literature review, methodology, findings, conclusions and recommendations relevant to the program to be implemented.

The assessment report will be drafted through analysis of primary and secondary data sources. Through triangulation of evidence and comparative analysis of the data, key themes will be identified and findings aimed at addressing knowledge gaps that affect programming.

In addition, recommendations will be framed to directly contribute to the program – more specifically, towards migration awareness raising, and towards engagement in LED planning.

The work includes:

  • Analysis of primary data collected,
  • Gathering and analysis of secondary data sources, including
    literature review,
  • Selection and reporting on key findings from data sources,
  • Working with DRC’s technical team to identify and report on recommendations.

    Key deliverables/outputs

    As stated in the scope of work, the key deliverable will be a completed report that will include the following sections:

    Executive Summary
  • Introduction
  • Background and Literature Review
  • Methodology
  • Findings
  • Recommendations
  • Bibliography

    Work plan

    The contract will last for no more than 20 working days, during which time the final and complete version of the report shall be delivered to DRC.

    The consultant will also be expected to propose a timeline for delivery, making sure there is sufficient time for DRC to review and comment on drafts of the report.

    DRC’s responsibilities

    DRC will support the consultant by:

  • Providing all relevant data – both qualitative and quantitative

  • Providing available background reading materials, including complete project documents and grey literature.

  • Facilitating meetings with relevant persons, including staff engaged in research or program implementation

  • Provision of timely feedback to works delivered as per mutually agreed timelines.

    Consultant’s responsibilities

    The consultant will take the lead in the delivery of the required output, including:

  • Prepare a detailed ToR and work plan, ensuring the appropriate planning the communication with staff.
  • Provide own technical software to conduct the data analysis and report writing
  • Hire and take account for required support assistants to ensure a high quality product.
  • Independently complete data analysis and report writing, seeking only minimal technical support from DRC staff.
  • Deliver a draft version for DRC comments and remarks prior to submission date for a final version.
  • Submit a final version of the report as per agreed criteria and feedback.
  • During the analysis and writing process, a high level of cooperation with DRC staff is expected.

    Job Requirements

    Profile of consultant

    A suitability statement including CV of participating consultants with details of qualifications and experience and financial proposal is required. Applications will be considered according to the below criteria:

    Relevance and Quality of Experience

  • Social Sciences background with solid experience in conducting research using mixed methods
  • Specific background working in humanitarian or development contexts, especially on refugee and migration issues.
  • Significant experience in data analysis using software such as SPSS.
  • Relevance and Quality of Application
  • Quality and relevance of the application in response to the TOR
  • Quality and relevance of written samples and reports submitted
  • Competitiveness of Financial Proposal
