Job Description

DRC is expected to conduct context analysis in Somalia region. The purpose of the consultancy is to provide DRC with evidence-based research and context analysis as a means to inform humanitarian actors as to the availability and use of customary mechanisms and formal justice systems for IDPs, returnees and resettled IDPs.

The research will search to see how the formal and informal mechanisms have been affected by the conflict and displacement, their availability and use and how the cases related to displacement including violence and property issues are or can be handled by those mechanisms effectively.

The proposed analysis will identify opportunities for program implementation and also include practical recommendations aimed at helping humanitarian actors to adapt their interventions accordingly and ensure a do no harm approach in their interventions.

  • Summarizing historical, political and socio-economic changes that have happened in the region because of the recent developments.
  • Identify the existing frameworks exist in the formal justice system, and to what extent these service is accessible to the IDPs, returnees and resettled IDPs.
  • Identify presence of appropriate legal aid providers and assess their ability/ willingness/ capacity to collaborate with DRC to expand legal services to IDPs returnees and resettled IDPs,
  • Identify the customary dispute resolution mechanisms in place within the IDPs, returnees, resettled IDPs and host communities and assess the overall strength and effectiveness of dispute resolution mechanisms in place.
  • Assess how the formal and informal mechanisms have been affected by conflict and displacement
  • Assess the capacity of duty-bearers in justice and law enforcement in handling cases related to displacement including violence and property issues.
  • Identify community and state level of collaboration exists among customary and formal justice system.
  • Provide recommendations for identify opportunities for program implementation and helping humanitarian actors to
    adapt their interventions accordingly and ensure a do no harm approach in their interventions.
  • The assessment will target relevant stakeholders and the communities from fafan and Liben zone. Tools for the assessment will be developed by the consultant.
  • The inception and final reports will also be developed by the consultant and reviewed and approved byDRC.
  • All logistic costs, including transportation and accommodation will be borne by the consultant and should be included in the proposed budget. DRC will only arrange transportation to the IDP sites.
  • The proposed method, work plan and research tools

  • Draft report for review by DRC
    Final Report consisting of but not exclusive to: Executive Summary, Methodology, Findings and Analysis, Conclusions and Recommendations.
  • The report should be structured according to the analysis objectives.
  • Appendices, including data collection tools and list of interviewees
  • A power point presentation summarizing the report’s findings to DRC

    Job Requirements

    Required Qualification and Experience

  • Lead consultant academic qualifications to a level of PHD in Law, Social work and related fields

  • Proven experience of more than 5 years in research and analysis.

  • Proven experience in conducting context consultancies for other organizations or institutions.

  • Proven experience and knowledge of Somali region.

  • Excellent written communication and report writing skills in English.
