Danish Refugee Council Chief of Party Jobs in Uganda; The Danish Refugee Council (DRC) is seeking for a Chief of Party for the FCDO‑funded consortium of five partners. The consortium aims to provide area‑based assistance supporting full recovery and graduation of the people of concern. He/she will be responsible for leading the Consortium Management Unit (CMU), coordination and overseeing of the quality and progress of the implementation of the consortium, coordination and fulfilment of the governance structure, cooperative and constructive coordination with government authorities at national and regional level, donor and stakeholders, and external representation of the consortium based on agreement with the partners.

The position is subject to secured funding.

Main Duties and Responsibilities

  • Lead all aspects of implementation and consolidation of the intervention and coordinate all partners.

  • Serve as primary point of contact to the donor, public, private and non‑government stakeholders.

  • Ensure compliance with contract, including financial tracking, partner budgets, administration and donor reporting.

  • Approve program expenditures, budget adjustments, and cost modification requests.

  • Ensure project design and implementation meet donor expectations in terms of results, budget, sustainability and adherence to DRC standards.

    Management of the Governance
  • Lead and manage the Consortium Management Unit (CMU), ensuring staff well‑being, coaching, mentoring and performance assessments.

  • Chair the Steering Committee and provide regular updates.

  • Ensure effective governance of the consortium and alignment with governance structures.

  • Manage budgets and interventions of various donors, maintaining excellent donor relations.

  • Oversee projects and contributions of consortium partners.

    Information Management
  • Gather and disseminate data, legislation, policies, reports and best practices to assist relevant actors.

  • Manage analysis of data, strategies, advocacy efforts, and production of quality reports.

  • Coordinate and manage advocacy initiatives on relevant areas.

    Advocacy, Networking and Coordination
  • Facilitate consultations, workshops and conferences with partners and stakeholders.

  • Lead development of policy and advocacy strategy and coordination of campaigns.

  • Support forums and members to engage with governmental and inter‑governmental actors.

  • Provide analyses and resources to support conferences, workshops and training programmes.

    Localisation
  • Lead development of governance structure and
    disbursement scheme strategy of the Localisation Acceleration Fund.

  • Maintain updated stakeholder mapping and engagement plan.

  • Lead localisation strategy of the consortium, ensuring plans and milestones are met.

    Managerial Accountability
  • Accountable for achieving DRC’s strategic goals and objectives within area of responsibility.

  • Accountable for significant decisions on unit purpose, functions, commitments and resource expenditure.

  • Accountable for people management of direct reports (four employees).

  • Ensure decisions align with DRC policies, Minimum Operating Procedures, standards and technical advice.

    About You – Required
  • Minimum 5 years’ international experience in partner coordination and managing complex humanitarian projects.

  • Master’s degree in Political Science, International Development, Economics or related field.

  • Experience in multi‑stakeholder consortium management and coordination.

  • Experience in localisation and strengthening of local capacities.

  • Experience in refugee response in Uganda.

  • High proficiency in programme cycle management.

  • Ability to build and maintain effective relationships with senior representatives of INGO and government structures.

  • Sensitivity in mainstreaming gender issues and understanding of inclusion/protection in service delivery.

  • Strong experience in financial management and donor compliance.

  • Good understanding of monitoring, evaluation and learning.

  • Highly organised with strong planning skills.

  • Excellent verbal and written English.
