Danish Refugee Council Camp Manager Jobs in Ghana

The Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp.


DRC is working in Nduta and Mtendeli refugee camps, with a current combined population of approximately 170,000.

DRC is implementing projects in the sectors of Camp Coordination Camp Management (CCCM) and Community Based Protection, Protection, Shelter/Construction and livelihoods in addition to General food distribution and Management of Extended Delivery Point.

General Responsibilities

  • The Camp Manager will be responsible for supervising and managing all DRC staff and all DRC activities in the two refugee camps of Nduti and Mtendali.
  • Working in these refugee camps for DRC involves a multi-sectorial approach in camp management and coordination, shelter construction, community services, and the distribution of NFIs.
  • In addition, the Camp Manager is responsible for the coordination of assistance and services at camp level.
  • This entails building effective partnerships with a diverse range of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities.

    General Objective

  • In collaboration with the Area Manager/CD, the Camp Manager manages the CCCM related activities, continuously assesses the program interventions and their relevance and advises on necessary changes, ensures that staff are trained and adequately equipped for the assigned tasks.

    Key Responsibilities

    Technical CCCM support and Management:

  • Responsible for supervision and management of all camp staff and DRC activities in the refugee camp, including camp development, shelter construction, community mobilization, community services, distributions.
  • Ensure that adequate staffing is in place for the camp management activities, including an appropriate gender balance within the staff group.
  • Ensure all staff are trained on the skills and values required.
  • Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.

    Program Management:

  • Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
  • Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors.
  • Continually maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented.
  • Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees.
  • See to it that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines.
  • Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner.
  • Adapt camp activities, as applicable, in close coordination with the Emergency Team Leader, if/as the context changes.
  • In particular, the camp manager must be able to scale up camp activities in the case of a large refugee.
  • Maintain an open dialogue with the camp population.

    Program Development:

  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.
  • Develop concept notes and/or proposals and budgets in close cooperation with the Emergency Team Leader.
  • Chair weekly camp coordination meetings as well as meetings with refugee leadership committees;
  • Facilitate/chair other coordination meetings related to the camp, in consultation with the Emergency Team Leader. Monitoring and Reporting
  • Supervise implementation of the projects through monitoring and evaluation (quality control, monitoring objectives and indicators) according to the M&E system and contribute to
    the ongoing development of M&E tools for protection.
  • Foster and participate in impact evolution exercises as needed.
  • Ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements.
  • Ensure the use of qualitative and quantitative indicators and prepare accurate and timely reports on project progress.
  • Ensure that timely and quality project narrative reports are provided on time according to donors’ requirement.
  • Ensure regular field monitoring and develop relevant analysis. Administration and Personnel Management, Finance and Logistics
  • Coordination of onsite finance and administration with the Finance Manager and Area Manager
  • Monitor financial commitments and expenditures against budgets.
  • Ensure that the organization’s financial; logistics, and human resources policies and procedures are fully implemented in relation to all camp management staff.
  • Implement projects in compliance with DRC and donor requirements when it comes to administration, finance and logistics Security
  • Responsible for following DRC Security procedures and at the programmes level in Tanzania, including Chapter 19 & 20 of the Operations Handbook.
  • Ensures that security incidents at the program level are reported to the Area Manager and Country Director.Qualifications

    Experience and technical competencies

  • Advanced University Degree in human rights, Social Science or related field or equivalent practical experience
  • Minimum of 5 years’ experience in humanitarian work field locations
  • Minimum of 3 years’ professional work experience in camp management, community mobilization and distributions in a leadership position and solid understanding of camp dynamics.
  • Experience of independently managing field offices including managing international staff
  • Experience working in refugee operations and in partnership with UN Agencies
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders.
  • Demonstrated ability to manage and support multi-sector Programmes including operational planning and problem solving.
  • Demonstrated experience of people management and team building.
  • Demonstrated experience of financial and asset management including multi-donor programming
  • Demonstrated ability to undertaken representation with senior government officials.
  • Excellent written and presentation skills in English
  • proven ability to work in an isolated and remote challenging field location
