The Danish Red Cross’ (DRC) international Strategy works towards a vision of a world in which societies throughout the world are bound by a spirit of community aiming to turn humanity into everyone’s concern.

The Humanitarian Diplomacy (HD) Advisor will support DRC and the International Federation of Red Cross and Red Crescent Societies (IFRC) in our regional policy engagement and provide technical assistance to DRC country offices and Red Cross Red Crescent (RCRC) National Societies in the Africa region.

This includes adapting and developing policy positions, briefs and messages relevant to key humanitarian issues in the region, identifying avenues for advocacy, and building relationships with key partners, stakeholders and actors at a regional level together with RCRC Movement partners.

The Advisor will work closely with RCRC colleagues in Africa, to ensure that the implementation of HD engagement strategies and activities is well-coordinated with our policy engagement at the global and country level.

DRC has nine main priority country programmes in Africa: Mali, Niger, Burkina Faso, Somalia, Kenya, Sudan, South Sudan, Ethiopia and Malawi. The strategic priorities for the region are non-communicable diseases, including mental health, anticipatory action, inclusion and migration as well as youth action, and a particular focus on strengthening the auxiliary role of the national societies in addressing humanitarian concerns contributing to locally led humanitarian action.

Key responsibilities

  • Provide technical support to DRC Country Offices on integrating policy objectives and engagement plans in programming, with a particular focus on migration, health and climate change.
  • Provide training and guidance on humanitarian diplomacy for engagement at national and local level.
  • Support and build the capacity of National Societies in humanitarian diplomacy, contributing to their organisational development as key national humanitarian organisations and fulfilling their auxiliary and advisory role to authorities on key humanitarian issues.
  • Contribute to the strategic development of IFRC humanitarian diplomacy with the AU.
  • Develop and support implementation of high-level events and participate and represent in policy-related meetings in the region/AU.

    Your profile​

  • A minimum of 5 years of professional experience, including experience with policy analysis and implementation of organisational advocacy strategies in development or humanitarian contexts.
  • Excellent understanding of humanitarian issues of relevance to the Africa region, and a good overview of relevant agenda setting policy forums, processes and frameworks.
  • Demonstrable experience and achievements working in and advocating towards multi-stakeholder platforms and processes.
  • Strong networking and partnership building skills at strategic and working level.
  • Master’s degree or equivalent, in international relations, political science, development, or a related topic.
  • Strong communication, writing and analytical skills.
  • Strong facilitation skills and a track-record in capacity building, ideally of national partner organizations.
  • Fluent English speaking and well-developed written
    English. Proficiency in French is a strong advantage.
  • Arabic language skills is an advantage.
  • Proficient in MS Office (Word, Excel, PowerPoint, Outlook).
  • Able to travel within and outside the Africa region, including to fragile and insecure contexts, up to 25% of work time.
  • Excellent diplomacy, communication, coordination, negotiation, and networking; combined with proactivity and high integrity.

    The duty station for the position is the IFRC/DRC Regional Office in Addis Ababa, with up to one-third of the time spent in other programme countries.

    Employment Conditions

    The position is based in Addis Ababa, Ethiopia, at the DRC regional office.

    The Advisor will report to the DRC Head of Africa Region, and work under the guidance of the DRC Policy Team Lead in Copenhagen and the IFRC Representative to the African Union (AU) in Addis Ababa.

    Expected start date is 1 January 2023 – or as soon as possible, and the length of the contract is 24 months with the possibility of extension.

    The salary including all allowances and pension payment will be between DKK 43,800 – 46,200 per month, depending on qualifications and experience. An individual furnished apartment in Addis Ababa is provided, free of charge.
