South Sudan is a relatively new country with many humanitarian and development challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs.

South Sudan Red Cross (SSRC) is one of the significant local civil society organizations in South Sudan with a presence of 21 local branches in all 10 states, a network of an estimated 19,000 volunteers and over 220 members of staff. SSRC’ operational capacities are still relatively weak in the light of the considerable humanitarian needs in the country.

The primary role of the Branch Development Delegate will be to technically support the Branch Development Coordinator of SSRC as his/her main counterpart and other relevant SSRC staff, using IFRC tools and guidance and building on good practises from within the Movement. This entails to support Branch Development plans, activities and capacity strengthening of SSRC as outlined in the National Society Development and Branch Developments Frameworks and other guiding documents.

Secondly, the delegate will contribute to conducive Movement coordination in full alignment with SSRC’s NSD priorities, with the IFRC, the DRC, the ICRC and relevant PNSs. Thirdly, the delegate will contribute to learning, documenting, and sharing of relevant experiences with regards to Branch Development support in areas affected by conflict and protracted crisis.

The position is contracted by DRC, it will be managed through the ICRC. The Danish Red Cross will be responsible for the technical supervision of the delegate, in line with the provisions in the ICRC-DRC Global Thematic agreement and DRC’s Local Leadership Strategy.

Similarly, the delegate will be part of the DRC community of practice on Branch Development, contributing to Movement-wide development efforts and sharing of knowledge and learning on Branch Development in fragile and conflict affected contexts.

Responsibilities

Some of the key responsibilities of the Branch Development Delegate:

  • Provide close mentoring and technical support to relevant staff of SSRC to further enhance their technical skills/capacity in the areas of Branch Development, including its integral parts of volunteering, youth engagement, governance and leadership, using and promoting existing IFRC tools and frameworks

  • Support SSRC in the implementation of the SSRC NSD Framework 2023-2026;

  • Support the analysis of existing assessments as well as the prioritization, design, and implementation of Branch Development initiatives based on local context

  • Support the SSRC with revising and updating the Branch Development Framework from 2019;

  • Support the SSRC Branch Development Coordinator in the preparation of proposals for financial and technical input/ support;

  • Support the SSRC to roll out and apply existing strategic approaches, policies, handbooks, and development initiatives at branch level;

  • Support SSRC in applying a branch perspective
    in the development of any new tools, approaches or guidelines

  • If relevant, contribute to the development of a set up for the Caring for Volunteers approach and support roll out and follow up at branch level

  • Facilitate relevant branch and volunteer workshops/trainings/processes etc. as per request from SSRC and in close coordination with the IFRC;

  • Contribute to conducive RCRC Movement coordination of NSD in close cooperation with IFRC and other relevant partners engaged in NSD/ Branch Development;

  • Actively participate in SSRC-Movement coordination forums related to NSD and Branch Development.

  • Support SSRC capture and promote good practices and lessons learnt in relation to branch development within the organisation to foster institutional learning

  • Work closely with the SSRC PMER department to support the strengthening of Branch Development monitoring systems and development and application of monitoring tools (incl. regular stock taking, branch mapping, branch matrix, reporting, reporting formats, (standard) indicators, impact measuring);

  • Participate in relevant fora within the DRC and ICRC, including regular meetings with the DRC NSD Specialist and the Branch Development Working Group to feed into Movement-wide learning on Branch Development, volunteering, and youth engagement

  • Promote peer to peer exchange between branches and with the NSs in the region to capitalize on NSD strategies and developments that can be of benefit for SSRC

  • Support SSRC in reporting on NSD initiatives taking place at branches as required;

  • Contribute to reporting to ICRC/ DRC and other partners in accordance with yearly planning cycles and Standard Operational Procedures including reports to back-donors as relevant

    Experience and qualifications

  • Academic degree in social science, organizational development, international development, international relations or similar

  • Red Cross and Red Crescent Movement experience and experience in the humanitarian field - experience with the Red Cross Red Crescent Movement will be a prioritised advantage;

  • National Society Development/Organisational Development experience – in particular within branch and volunteer development

  • Experience in systematic capacity strengthening

  • Experience in applying a systems thinking approach to change management

  • Experience in fostering and facilitating sustainable change

  • Experience in facilitation of participatory workshops, meetings etc.

  • Experience in project/ programme management
    English (full proficiency)
