  • South Sudan is relatively a new country with many humanitarian and development challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs are presence in South Sudan.

  • South Sudan Red Cross (SSRC) has been supported through various projects and programs by nine Red Cross Red Crescent (RCRC) Movement partners in South Sudan. SSRC is one of the significant local civil society organizations in South Sudan with a presence of 21 local branches in all 28 states, a network of an estimated 24,000 volunteers and over 220 members of staff. South Sudan Red Cross (SSRC) since its inception is responding to address vast needs of the vulnerable people of the Republic of South Sudan.

  • Danish Red Cross (DRC) has been working bilaterally with SSRC for more than a decade. Support has been provided mainly to development of a capacity for emergency preparedness and response, community based psychosocial programmes and to branch capacity development.

  • The overall purpose of the Branch development Delegate position is to engage with SSRC and use the National Society development framework, the newly devised Branch Development Framework, as well as other tools such as BOCA analysis and reports, the Safer Access Framework, in order to train and support the relevant key staff and volunteers in SSRC branches and build the capaity of the SSRC branches.

    Responsibilities

    Some of the key responsibilities of the Branch Development Delegate:

  • Coordinate with SSRC HQ NSD department and Branch Development Coordinator, as well as with the Federation NSD delegate to better focus support to branches and offer solutions in line with the implementation of the multi-year plan, which is clearly outlined in the SSRC strategic plan 2022-2026

  • At the regional level within the country, encourages partnership meetings between SSRC branches and ICRC sub structures thus contributing to both the branch planning/budget processes as well as to the ICRC’s internal PfR process.

  • Develop the partnership skills of the ICRC substructures and SSRC branches and ensures that all operational staff (field and Juba colleagues) within the ICRC are aware of the ICRC’s support to SSRC NSD approach.

  • Advise SSRC’s branches on strengthening compliance with the Fundamental Principles
    of the Movement and on applying an approach based on neutral, impartial and independent humanitarian action

  • Provide technical input and support to NSD processes and discussions, especially around Branch Development at SSRC HQ level, in coordination with and support from the IFRC. Contributes to good Movement coordination on NSD issues.

  • Contribute to the roll out in the branches of agreed national standards and relevant policies, guidelines and manuals though trainings and coaching of local staff, case studies, peer to peer support etc.

  • Ensure roll out and implementation at branch level of NS standards relating to volunteer recruitment, induction, management, motivation and retention.

  • Support the NS in developing volunteer-based services at branch level that can be as sustainable as possible, including the provision of assistance to the development of local income generating activities.

  • Contribute to the technical quality development of the Global Thematic Partnership between ICRC and DRC on Branch Development.

    Experience and qualifications

  • Relevant degree level qualification or extensive professional experience in related field and or social sciences, Organisational development, Project management etc

  • Master degree and Minimum 6-9 years’ work experience in a field relevant to organisational development and/ or capacity development(inside or outside the ICRC)

  • Proficiency in Microsoft Office applications

  • Excellent communication, coordination and facilitation skills in culturally and politically sensitive environments

  • Knowledge about the Red Cross/Red Crescent Movement, Disaster Management, protection, Youth and volunteerism and other cross-cutting programmes within the RCRC is an added value

  • Proven field experience in project management in conflict-affected or post-crisis countries.

  • A high degree of proficiency in both written and spoken English language. Knowledge of Arabic language is an added advantage.
