The Embassy of Denmark in Nairobi is recruiting a Programme Officer to manage Denmark's Engagements under the regional Danish Peace and Stabilization Programme for the Horn of Africa (PSP HOA).
The Programme is managed by the Danish Embassies in Nairobi and in Addis Ababa. The Programme is part of Denmark's Peace and Stabilization Fund and applies Denmark‘s Whole oi Government Approach to stabilization whereby justice, security and development actors are engaged The Program Officer will be part oi the Somalia team at the Danish Embassy in Nairobi and will cooperate with the Embassy's Deience Attache, the Whole»oi»Government Secretariat in the Ministry oi Foreign Affairs (MFA) in Copenhagen and the Danish Embassy in Addis Ababa, The portfolio of the Programme Officer is expected to include support to stabilization, security sector development, conflict mitigation, Rule or Law and recovery at the Horn of Africa with a specific focus on Somalia.

Key responsibilities include but are not limited to:
  • Daily substantive and financial management, monitoring, regular reporting based on up to dale guidelines, coordination, and political dialogue relating to PSP HOA engagements managed by the Danish Embassy in Nairobi including monitoring oi the prisons supported by the PSP HOA as part of the international Monitoring Committee.
  • Reporting on relevant developments and challenges relating to PSP HOA, incl. support to broader political, stabilization and security reporting on the Horn of Africa and Somalia.
  • Contribution to Danish government policy papers, strategies, plans and programmes relevant to PSP HOA.
  • Assist in the preparation, planning and organisations of appraisals, reviews, visits, missions, meetings and conferences and other relevant events
  • Representing the Danish Embassy in relevant meetings, working groups arid coordination rorurris of direct relevance to the PSP HOA,

    Qualifications
    The applicantt must have:
  • A relevant university degree.
  • A minimum of 5 years professional working experience in the field oi stabilization and development programming, including experience with program monitoring, substantive and financial management and risk management.
  • Excellent English oral and writing skills are a requirement. The applicant
    should be a team player, and be able to work independently often with short deadlines.

  • The applicant must be ready and able to deal with changing environments, which has impact on the daily work and planning.
  • The applicant must be ready to make regular duty travels to Somalia and Somaliland under due consideration of the MFA's and the Embassy's security regulations, Participation in the MFA Hostile Environment Awareness Training (HEAT) course or the UN Safe and Secure Approaches in Field Environments (SSAFE) course is a requirement.
  • Experience or skills related to the following areas will be considered of particular relevance:
  • Experience with Programme Management in the area of stabilization and especially financial: management, Monitoring and Evaluation, project completion and finalization.
  • Knowledge and working experience from the Horn oi Africa and Somalia and/or stabilization, conflict and fragile affected situations.
  • Experience from working with political organizations/governments is particularly relevant.
  • Working experience from the Danish central administration, particularly the Ministry oi Foreign Affairs, Ministry of Defense or the Defense Command, the Ministry of Justice and the Danish National Police is an advantage.
  • Understanding the dynamics in relation to international development cooperation both bilateral and multilateral and coordination is an advantage.

    The position is limited to the lifespan of PSP HOA Programme from 201572015. A new multi-year phase oi the programme is under preparation, however, subject to political approval. Ii approved the position is expected to continue under the new phase oi the PSP HOA. The candidate is expected to start as soon as possible.
