Job Summary:

The Programme Officer (PO) has overall responsibility to grow and manage the Right to Food (R2F) Programme Portfolio, develop and coordinate R2F partnerships, promote private sector engagement and strengthen the capacity of partners to empower farmers to organise and to produce for the market.

The PO is responsible for the overall design, implementation and finalization of projects under the R2F programme and to ensure that the programme contributes to DCA Uganda Country Programme Objectives.

He/she will, in addition proactively support resource mobilisation efforts for the R2F programme in liaison with the partner organisations, the DCA Global Funding Officer, the DCA Innovation and Digitalisation Officer and DCA’s self-implementing colleagues.

Main Tasks:

  • In close collaboration with the HoP, prepare the Right to Food Programme for review, evaluation/learnings and approval.
  • Provide strategic guidance on inclusive business strategies, pro-poor market development approaches and decent job creation for especially youth and women.
  • Remain updated on innovative and new developments in the livelihoods sector such as poverty trends, food security, value chain, production for the market, private-sector and social-enterprise engagement, the strong link between livelihood, environment and energy etc.
  • Support partners in facilitating formation and strengthening of farmers’ producer and marketing groups, and foster linkages between producers, processors, traders, financial institutions, policy-makers and other relevant actors in the value chain.
  • Identify potential private sector actors to participate in various subsectors of the agricultural value chains.
  • Strengthen the relations and capacity building of present partners and proactively identify new partners for the R2F programme.
  • In close collaboration with the HoP, assist partners in developing proposals for approval and funding.
  • Manage and support partner dialogue and monitoring processes (including periodic monitoring as per the monitoring schedule).
  • Provide direct capacity building support of partners (during monitoring visits, written feedback, interaction with partners, e.c.t.) and organize formal training sessions, including thematic training.
  • Ensure that all partners submit timely and quality narrative and financial reports, including annual audit reports.
  • Collaborate with self-implementing colleagues to secure flow of learnings and innovation between DCAs partners and the DCA staff, that are implementing livelihood activities.
  • Actively participate in meetings such as Programme committee meetings and Project Approval Committee meetings.
  • Organize and manage programme partner platforms, and partnership meetings.
  • Collaborate closely with other DCA staff to ensure mainstreaming of cross-cutting issues.: rights-based commitments, gender mainstreaming, Core Humanitarian Standards.
  • Ensure that the R2F programme is appropriately funded and that all funds allocated are used in an efficient, accountable and transparent way.
  • Participate in budget preparation and maintain an updated programme budget according to guidelines.
  • Verify that expenses incurred on the programme/ Project by the partners are in line with the approved budget. Any major variations/ deviations from the original plan/ budget must be brought to the attention of HoP and
    CD.
  • Prepare payments in the Maconomy system based on an assessment of the budget expenditures and requests from partners.
  • Ensure that the audited statement from partners are submitted to DCA for verification.
  • Any matters which needs CD’s intervention regarding accounting and accountability and change in the programme plan is to be brought to his attention in writing.
  • Upload all relevant documents to the intranet and Maconomy systems and ensure that filing systems are kept up to date.
  • In discussions with the HoP and in coordination with partners, plan for fields visits of projects including preparing a brief note/ ToR on issues to be dealt with during the visit.
  • Prepare a monitoring report with own observations and recommendations and share with partner organization, HoP and CD.
  • Where relevant share experiences from the monitoring visits and partners
  • Identify other relevant activities which DCA Uganda alone or together with partners can implement to strengthen the programme i.e. exposure visits, external trainings, reviews etc.
  • In this, special focus should be on linkages and potential synergies with DCA self-implementing activities.
  • In cooperation with the HoP, Global Funding Officer and the Innovation and Digital
  • Coordinator, the PO contributes actively to identifying funding sources for the RtF programme and if possible, DCAs self-implementation work within the RtF area (such as Nexus).

    Key Qualifications and Experience:
  • Bachelor’s degree in Agriculture, Business Development or related field.
  • 8 years of practical experience of managing value chain and livelihoods projects
  • Good track record in leading and coordinating multi-stakeholder teams
  • Extensive experience and knowledge of value chain development for agro business, market facilitation, supporting systemic change
  • Experience on working with Local Partner
  • Organizations under cooperation and partnership agreements
  • Practical experience in working with private sector
  • Knowledge of and application of UN Guiding
  • Principles on Business and Human Rights
  • Experience of digital financial solutions and using mobile technology is an advantage
