  • Nairobi with 40-50% travel to the field

    Job Summary:

    The Procurement and Logistics (ProLog) Officer is a new position in DCA Kenya, and contributes to the efficient and effective procurement, logistics, IT, safety and security of the DCA offices in Nairobi and Kakuma, with a particular responsibility for the management of procurement and logistics needs of the programme portfolio.

    Main Tasks:

  • Procurement and Logistics
  • Take charge of all DCA office procurement processes including filing for audit preparation, as well as registration and disposal of assets.
  • Ensure that all DCA direct implementation project procurement and logistics activities are according to DCA Procurement and Logistics Manual
  • Monitor and advice NGO partners and other relevant stakeholders in procurements and logistics.
  • Train and build capacity of DCA colleagues, partners and other relevant stakeholders in the Procurement and Logistics Manual and donor rules
  • Support DCA and partners in developing procurement plans prior to finalization of concept notes and full applications to donors
  • Ensure state of the art fleet management for vehicles as per DCA ADMIND system, and provide monthly analysis on fleet management
  • Support efficient supply chain and store/warehouse management in DCA projects and Kakuma office and provide monthly analysis of stores/warehouse
  • Focal point in communication and coordination with relevant stakeholders for Prolog related issues including the Prolog Advisor at HQ.

    Safety and Security

  • Function as the Security Focal Point for DCA Kenya
  • Ensure timely access to and analysis of safety and security information including monitoring the security situation in DCA areas of operations and undertaking risks assessments
  • Ensure DCA security
    plan and SoPs are updated and followed by staff and visitors, including briefs and trainings
  • Ensure timely security incident reporting and management
  • Ensure that DCA’s IT equipment and networks are maintained and in good condition
  • Ensure high IT security of equipment, systems and practices
  • Ensure that DCA IT and database systems and practices are compliant with the EU General
  • Data Protection Regulation

    Key Qualifications and Experience:

  • Minimum of a degree in a relevant field
  • At least 4 years of experience working as a Prolog Officer with international procurement rules in an INGO
  • Experience and capacity within IT maintenance and security, including online procurement systems
  • Experience and training within safety and security
  • Proven capacity to prioritize tasks, plan and organize your own efforts to meet objectives and deadlines.
  • Excellent interpersonal and communication skills, and experience in working with both direct implementation and a partner-based approach.
  • Strong analytical skills
