    Dan Church Aid (DCA) is a legally registered international NGO (Charities and Societies Agency Certificate # 1083) engaged in development and humanitarian assistance to poor rural people in Ethiopia directly and in partnership with Ethiopian NGOs and civil society organizations.

    DCA Ethiopia is currently implementing various humanitarian response and development projects in Waghimra zone.

    DCA is seeking qualified candidates for its field office coordinator position who can lead its different operations in the Waghimra zone.

    Overall Responsibilities
  • The coordinator will oversee the implementation of projects in the coordination area.( resilience building project activities and other emergency response projects.)
  • He/ she provides technical assistance and guidance for project officer/s, contribute proper coordination of consortium level interventions in the targeted districts, maintain partnership with stakeholders at zone& district levels, ensuring quality of the project and promote sectoral integration and synergy among consortium member organizations.
  • He/she will also be responsible for administration of project staffs in the zone as well as efficient utilization of project budget, material and time resources.
  • The Coordinator will regularly provide updates on the progress of the projects and related issues to the Livelihood Programme Manager based in Addis Ababa.

    Main tasks

    Detailed Tasks

  • Project initiation and planning
  • Facilitate needs assessments and assist in the development of programs and project in line with DCA country strategy
  • Facilitate the development of new project idea and contribute the development of new projects

    Project Management

  • Responsible for the overall leadership of DCA Projects operating under Waghimra Field Coordination office.
  • Ensure timely planning and implementation of DCA held resilience building project activities that focuses mainly on livelihoods and DRR
  • Coordinate the timely implementation of Reset II resilience building and Danida project activities in all targeted districts
  • Maintain sectoral integration and synergy between various project activities (WASH, Livelihood, Health, Nutrition and DRR
  • Provide technical and capacity building support to DCA’s implementing partners and consortium member organizations in Waghimra zone
  • Responsible for managing partnership with zonal and districts level relevant offices
  • Oversee the day to day operations of DCA field office administrative, financial, logistics, security and human resources policies and procedures are fully implemented and respected,
  • Conduct regular coordination meeting with Consortium members as agreed MOU and share the minutes with relevant staff
  • Maintain coordination and partnership with consortium member organizations and other DCA
  • Livelihood Programme implementing partners
  • Ensure that M&E system and plans are properly in place for RESET project and other DCA Projects in Waghimra
  • Ensure proper procurement, communication and visibility plans of RESET and other projects are in place
  • Project Implementation and Reporting
  • Ensure that Projects have Detailed Implementation plan (DIP) both for DCA part and for the Consortium and is closely followed, reviewed and adjusted as appropriate
  • Ensure all project activities implemented in accordance with the set objective
  • Coordinate the various sectoral activities of the consortium member organizations
  • Ensure the quality of project activities through regular supervision and monitoring exercise
  • Conduct regular systematic monitoring to Consortium members projects and provide supportive feedback for better implementation of activities.
  • Compile timely and high-quality project progress report on quarterly, bi-annual and annual bases
  • Lead consortium level joint monitoring activities to ensure quality of the project implementation
  • Identify any implementation challenges and work towards seek solutions together with all project staffs and stakeholders
  • Promote experience sharing and cross-learning among
    DCA’s implementing partners and consortium members in Waghimra zone

    Partnership and Representation

  • Responsible for maintaining partnership with stakeholder (zone and district level government offices and other humanitarian actors
  • Facilitate and plan joint monitoring exercise with government offices.
  • Maintaining and (and occasionally drafting) partnership agreements, memorandum of understanding; ensuring DCA formats and standards are adhered to
  • Coordinate partnership review meetings, feedback sessions and similar forums are conducted regularly at the consortium level
  • Coordinate the process of sharing project plans and reports to relevant government offices at zone and district levels
  • Promote and coordinate monthly consortium level coordination meetings
  • On behalf of DCA and consortium partners regularly participate on the coordination meetings organized by other actors in the zone
  • Maintain strong working relations with signatory offices at zone and district levels
  • Facilitate and lead the consortium level meeting at Waghimra level on a regular basis

    Budget Management

  • Responsible for managing and tracking project budget utilization
  • Regularly report budget utilization progress to DCA Addis Office and request for timely transfers
  • Ensure that DCA financial policies and procedures are duly respected
  • Responsible for ensuring donor rule, regulations and compliance related to budget are maintained
  • Oversee the budget utilization of consortium member organizations to avoid the risk of project under spent
  • Review and approve financial document in line with the Authority delegation
  • Ensure each consortium members prepare details budget plan along their details implementation plan
  • Ensure that procurement plan is prepared for all bale-based projects and are strictly followed inn procurement
  • Closely follow the budget utilization rate of the projects and provide regular feedback to the project staff
  • Administrative and System management
  • Manage the Waghimra Coordination office system ensuring that the system support the programme effectively
  • Ensure all necessary administrative supports are provided for the Bale team for effective implementation of the projects,
  • Oversee the fulfillment of necessary logistics for offices engaged in the implementation process

    Key Qualifications / Experience:
  • Master’s degree with proven 3 years or BA/BSC with 6-year experience in development studies, Agriculture, economics, Disaster Risk management, development management, rural development or any other related field
  • Practical experience in consortium management, coordination, partnership
  • Practical experience in program management in rural context
  • Experience of working on resilience building project in INGOs with similar roles and responsibilities
  • Strong experience of managing multi-sectoral project activities (WASH, Livelihood, health and Nutrition and DRR)
  • Demonstrated and practical experience of working in partnership with multi-stakeholder settings
  • Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team
  • Strong cultural sensitivity, with highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Experience of building internal and external networks, resulting in strong working relationships
  • Experience of solving complex issues through analysis
  • Fluency in English and Amharic language is required.
  • Basic Computer application (MS word, Excel and PowerPoint) is required
  • Familiarity with humanitarian principles and the Code of Conduct
